Por FactBox Admin

The Vice-Ministry of Public Administrations, Institutional Relations and Citizen Services, under the Ministry of the Presidency of the Regional Government of Castilla y León, has assigned destinations to the candidates who passed the selection process for access, via the competition system, to the functional competence of Service Personnel of the regional administration. The decision is detailed in the Resolution of October 9, 2026, published in the Official Gazette of Castilla y León (BOCYL) number 200, of October 15, 2026 (reference BOCYL-D-15102026-200-3). The annex of the resolution lists 44 assigned job positions and eight candidates who have forfeited their right.
The process is part of the stabilization of temporary employment provided for in Law 20/2021, of December 28, on urgent measures for the reduction of temporality in public employment, and derives from the call approved by Resolution of December 22, 2022, identified as SEL_C_56200-P. SERVICIOS_CONCURSO_ESTABILIZACION 2022 and published on December 29, 2022. The resolution is issued in accordance with the new professional categories of the current Collective Agreement for the labor personnel of the General Administration of the Community of Castilla y León and its dependent bodies, published in the BOCYL of June 21, 2023, and in exercise of the delegation granted by Order PRE/1367/2022, of October 3.
The immediate precedent is the Resolution of August 28, 2026, from the same Vice-Ministry, published in BOCYL number 171, of September 3, 2026, which approved the complementary list of successful candidates and offered the job positions. Following the period provided therein, it is now appropriate to assign destinations to those who proved compliance with the established requirements.
44 destinations in residences, social services and educational centers
The assigned positions are distributed between the Ministry of Family and Equal Opportunities, through the Social Services Management and its territorial managements, and the Ministry of Education, through its provincial directorates. The positions correspond to category 48201-SERVICE PERSONNEL, with agreement 1154-C.C.P.LABORAL ADM. C. CASTILLA Y LEON, ordinary working day and open shift.
- Department of Family and Equal Opportunities: residences for the elderly and residential care centers for people with intellectual disabilities in Zamora, Benavente, Salamanca, Béjar, Segovia, Palencia, León, Burgos, Miranda de Ebro, and Valladolid.
- Department of Education: positions in the provincial directorates of Segovia, Soria, Burgos, Valladolid, and Palencia, assigned to IES María Moliner, IES Margarita de Fuentemayor, IES Conde Diego Porcelos, IES Diego de Praves, IES Condes de Saldaña, and IES Santa María la Real.
- Destination locations: Soria, Zamora, Villanueva de Ávila, Ágreda, Salamanca, Burgos, Segovia, Valladolid, León, Palencia, Benavente, Béjar, Miranda de Ebro, Saldaña, and Aguilar de Campoo.
Eight candidates disqualified for failure to submit documentation
The resolution declares the right to formalize the employment contract for the awarded position as forfeited for candidates who did not provide the required documentation within the granted period:
- María Belén Morales Martín
- María Concepción Villar Fernández
- Luis Alberto García Prieto
- María Dolores García Martínez
- Felipe Duque Gallegos
- Rosa María del Nogal Gómez
- Esther Antonia Sánchez Cabrero
- María Trinidad Sáez Vadillo
The Vice-Department leaves open the possibility of approving a new complementary list of successful candidates in order to ensure the coverage of all positions announced in this selection process.
Formalization deadlines, probationary period, and appeal process
- Contract formalization: 10 business days from the day following the publication of the resolution, before the Secretary General of the Department or the competent body of the destination autonomous organization.
- Assumption of position: 20 business days from the day following the publication, a period that may be extended if the position is occupied by a worker with a fixed-term contract, until the end of said contract.
- Probationary period: one month of actual work, not required if the worker has already performed the same functions in the Administration for an equal or longer period. Once the period is completed, the worker acquires permanent status.
- Appeal: lawsuit before the Social Section of the Court of First Instance of Valladolid within two months, in accordance with Law 36/2011, of October 10, Regulating Social Jurisdiction.
The resolution, which exhausts administrative remedies, is signed by the Vice-Counselor José Miguel de Elías Hernández.
The publication closes one of the most anticipated phases of the stabilization process for a broad group of temporary workers in the services sector, who are securing permanent positions in residences, disability centers, and educational centers in Castilla y León. The eight disqualified candidates, however, leave vacant positions that the Administration reserves to fill with a new complementary list.
