A project approved in 2025 and environmentally endorsed since 2017

The tender was published in the Official State Gazette on January 5, 2026, with reference BOE-B-2026-191, after the announcement was sent to the OJEU on December 22, 2025. In that announcement, an estimated contract value of 98,755,791.38 euros and a duration of 53 months were set, with a deadline for receiving offers until 7:00 PM on February 9, 2026.

The construction project was approved by resolution of the Director General of Roads on May 12, 2025, published in the Official State Gazette no. 136, dated June 6, 2025 (BOE-B-2025-20979). The action has an environmental impact statement formulated by resolution on June 23, 2017 (BOE-A-2017-8147) and a subsequent environmental impact report, dated June 24, 2022 (BOE-A-2022-11064), which adapted the layout following the end of the AP-7 concession and the subsequent toll-free use of that motorway.

Section IV of the N-II duplication

The awarded work corresponds to section IV of the project to increase the capacity of the N-II between Orriols and La Jonquera, which as a whole was divided into six sections. Section IV is defined as the duplication with a bypass between Figueres and Pont de Molins, with a length of 9.900 kilometers, and includes the twinning of the N-II viaduct over the Manol river. The affected road is a conventional two-lane road, one in each direction, with a 1.50-meter shoulder, which runs very close to the AP-7 and passes through the urban centers of Báscara and Pont de Molins.

The formalization announcement was signed in Madrid on September 25, 2026, by the Director General of Roads, Juan Pedro Fernández Palomino. An appeal against the procedure may be filed before the Central Administrative Tribunal for Contractual Appeals, in accordance with Article 50 of Law 9/2017, of November 8, on Public Sector Contracts.

The award unlocks one of the most relevant road actions in Alt Empordà, called upon to improve the capacity and safety of a road with high heavy traffic intensity and to remove through traffic from urban centers. With 13 bidders and a contract of more than 84 million euros, the file confirms the weight of state investment in roads in the province of Girona and sets an execution schedule of slightly more than four years.
