The Xunta authorizes the expansion of the Castellana transformation center in Oza Cesuras

The Ministry of Economy and Industry has granted the prior administrative authorization and the administrative construction authorization for an electrical distribution installation in the municipality of Oza Cesuras, which consists of a power increase at the Castellana transformation center. The resolution, dated September 9, 2026, was signed by the territorial director of A Coruña, Isidoro Martínez Arca, and published in the Official Gazette of Galicia (DOG) no. 187, on October 1, 2026, under file IN407A 2026/175-1.

The action is promoted by Unión Distribuidores Electricidad, S.A. (UFD), which on July 8, 2026, requested both authorizations for the installation’s execution project. The stated objective is to increase the power of the transformation center due to occasional overloading of the existing transformer and to be able to meet the predicted vegetative growth in the area. The project, named Power Increase CT Castellana (Borrifáns-Oza Cesuras), was signed on July 6, 2026, by Antonio Javier Sabín Vázquez, registered electrical industrial technical engineer number 2,233.

The procedure was processed under Article 123 of Royal Decree 1955/2000 and was not subject to the public information process, according to Article 50 of Law 9/2021, of February 25, on administrative simplification and support for the economic reactivation of Galicia. Nor was the mandatory report requested from any administration, body, or public service or general interest company, as there were no affected interests. The technical report from the territorial department was issued on September 7, 2026, and is favorable.

Technical characteristics of the installation

The installations are located in the place of Castellana, parish of Borrifáns, municipality of Oza Cesuras. The characteristics collected in the resolution are:

• Power increase of the Castellana UDA240 transformation center, outdoor type.
• Increase from 100 kVA to 160 kVA.
• Transformation ratio of 15 kV/400-230 V.
• Maintenance of the existing support.

Competence and legal framework

The resolution was issued by the territorial director under Decree 9/2017, of January 12, which establishes the competent bodies to resolve authorization procedures for electrical installations that are the competence of the Autonomous Community of Galicia, and Decree 140/2024, of May 20, which establishes the organic structure of the Ministry of Economy and Industry. The applicable legislation includes:

• Law 24/2013, of December 26, of the electricity sector.
• Royal Decree 1955/2000, of December 1, on the transport, distribution, marketing, and supply of electrical energy.
• Royal Decree 223/2008, of February 15, on high-voltage electrical lines.
• Royal Decree 337/2014, of May 9, on high-voltage electrical installations.
• Royal Decree 842/2002, of August 2, electrotechnical regulation for low voltage.

Deadlines, obligations, and appeal process

The installation must be executed within a period of two years starting from the day following the publication of the resolution in the DOG. For the commissioning, the promoter must present to the territorial department:

• The declarations of conformity regarding the material or equipment and the certifications or approvals, if applicable.
• A certificate from the installation director guaranteeing compliance with the project specifications and complementary prescriptions.
• The as-built planimetry of the electrical installation in shape format.

The authorization is granted without prejudice to others that may be applicable, especially regarding land use planning and the environment. Non-compliance with the conditions or a substantial variation of the assumptions that motivated the granting may lead to revocation, after a hearing with the interested party, according to article 53.10 of Law 24/2013. Against the resolution, which is not final in the administrative process, an administrative appeal (recurso de alzada) may be filed before the Minister of Economy and Industry within one month from the day following the notification or publication, in accordance with articles 121 and 122 of Law 39/2015.

The authorization allows the distributor to reinforce the supply in a rural area of the municipality of Oza Cesuras, where the existing transformer was already recording occasional overloads. The resolution is issued without a public information process or sectoral reports, as the territorial department considers that the project does not generate impacts, meaning the residents of the parish of Borrifáns now know the terms and deadlines of the action only through the official publication.
