The Territorial Department of Pontevedra, under the Ministry of Economy and Industry, has authorized UFD Distribución Electricidad, S.A. to modify the undergrounding of the 66 kV high-voltage line Ponte Sampaio-Cangas II, in the section between supports 37N and 41N, in the municipality of Vilaboa. The resolution, dated October 15, 2026, was published in the Official Gazette of Galicia (DOG) number 200, on October 21, with the reference CVE-DOG ngxhyoe8-qtc8-uev5-4pb5-hlnpgeq8ovc5. The modified project increases the budget to 1,004,001.89 euros and extends the underground route from the 1,162 meters authorized in 2023 to 1,337 meters.
The decision resolves file IN407A 2022/006-4 modified, processed by the Pontevedra territorial department. The immediate precedent is the resolution of August 16, 2023, which granted the prior administrative authorization, the declaration of public utility and the need for urgent occupation implied therein, along with the construction authorization for the installation; that pronouncement was published in the DOG on September 6, 2023.
The new resolution is granted without prejudice to third parties and independently of the authorizations, licenses, or permits within the competence of municipal, provincial, or other bodies that may be necessary to execute the works. The declaration of public utility and urgent occupation agreed upon in 2023 is what implies the occupation of the assets and rights affected by the infrastructure.
An adaptation to urban planning regulations
On January 13, 2026, UFD Distribución Electricidad, S.A. requested the prior administrative and construction authorizations to modify the already authorized undergrounding, with the aim of adapting it to current urban planning regulations. The request included the execution project Modification no. 2 of the original project, signed by the industrial technical engineer David Cabaleiro Calveiro, member 3,999 of the Official College of Industrial Technical Engineers of A Coruña.
On October 14, 2026, the technical services of the territorial department issued a favorable report for both authorizations. The competence to resolve is based on Decree 140/2024, of May 20, on the organic structure of the Ministry of Economy and Industry, and on Decree 9/2017, of January 12, regarding competent bodies for the authorization of electrical installations.
More meters underground and a drilling under the N-554
The modification extends the undergrounding towards support number 36 and changes the crossing technique for the N-554 road. The planned actions are as follows:
- Installation of a new support no. 36N with an aero-underground transition (PAS) and removal of support no. 36.
- Retensioning of the overhead span between supports no. 35 and 36N, with a length of 194 meters.
- Extension of the 66 kV underground line with conductor Al 630+H165, with a total length of 1,337 meters (compared to the 1,162 meters authorized), originating at the PAS of support 36N and ending at the PAS of support 41N.
- Installation of a new splice chamber CE01N.
- Execution of two underground sections, totaling 46 meters, via horizontal directional drilling for the crossing of the N-554, instead of the authorized pipe ducting.
Sectoral reports and administrative silences
The territorial department requested the mandatory report from the affected administrations and service companies: the Vilaboa City Council, the State Roads Demarcation, Augas de Galicia, and the State Coasts Demarcation. The company expressed its agreement with the conditions issued by the State Roads Demarcation and Augas de Galicia.
The State Coasts Demarcation forwarded the request to the Coastal Service, in application of the transfer of competencies provided for in the annex of Royal Decree 394/2025, of May 13, on the transfer of functions and services regarding the planning and management of the coast. Neither the Vilaboa City Council nor the Coastal Service issued technical conditions, therefore their agreement is understood in accordance with article 131 of Royal Decree 1955/2000, of December 1, without prejudice to the authorizations they may be required to grant.
The project was previously submitted for public information through the resolution of June 25, 2026, published in the DOG on July 9, under Law 24/2013 of the electricity sector, title VII of Royal Decree 1955/2000, and articles 44 and 50 of Law 9/2021 on administrative simplification.
Twelve months to execute and administrative appeal
The resolution imposes several obligations on the promoter:
- The installations must comply with the execution project and the applicable technical regulations, especially Royal Decree 223/2008 (high voltage lines) and Royal Decree 337/2014 (high voltage electrical installations).
- The deadline for commissioning is twelve months from the last necessary administrative authorization.
- Before commissioning, the request for operation authorization must be submitted, along with the declarations of conformity, the final work direction certificate, and the as-built plans in shape format.
Failure to comply with the conditions may lead to the revocation of the authorization, following a hearing with the promoter, in accordance with article 53.10 of Law 24/2013. An administrative appeal (recurso de alzada) may be filed against the resolution, which is not final in the administrative route, before the Minister of Economy and Industry within a period of one month. The document was signed in Pontevedra on October 15, 2026, by Beatriz López del Olmo, territorial director of Pontevedra.
The authorization closes a modification that directly affects the municipal district of Vilaboa: it extends the underground section, removes an aerial support, and changes the crossing method of the N-554, with a budget exceeding one million euros and an execution period of twelve months once the remaining authorizations have been obtained.
