The Xunta definitively approves the expansion of Montajes Fivi in Teo

The Council of the Xunta de Galicia definitively approved, by agreement on August 3, 2026, the project of regional interest (PIA) for the expansion of the facilities of Montajes Fivi, S.L. in the Municipality of Teo (A Coruña), promoted by the company itself. The decision was made public through the Resolution of August 13, 2026, of the General Secretariat of Industry and Energy Development, of the Ministry of Economy and Industry, published in the Official Gazette of the Province of A Coruña number 166, on Tuesday, September 1, 2026 (announcement 2026/5650).

The approval is processed under Article 60 of Law 1/2021, of January 8, on land use planning in Galicia, and entails the modification of the General Municipal Urban Development Plan (PXOM) of Teo, in accordance with Articles 20.4 and 58.2 of the same law. The agreement incorporates the urban planning regulations (04.NU) as an annex, and the full content of the project is available in the land use and urban planning registry of the Xunta.

Land Reclassification and New SUD-10 Area

The project involves the urban transformation of rural land, which is reclassified as developable, through the incorporation of a new area called SUD-10, which will form a new single-sector distribution area for characteristic industrial use. The modification affects Chapter 5 of the Teo PXOM, dedicated to the planning of urban and developable land, and includes the necessary determinations for its detailed planning.

The main characteristics of the area, located in A Igrexa, Reis, are as follows:

  • Delimited surface area: 15,814.35 m².
  • Total profitable buildable area: 10,800 m².
  • Standard utilization: 0.6829 m²/m².
  • Characteristic use: industrial (weighting coefficient 1).
  • Maximum building height: 10 m in general, with the possibility of up to 15 m in justified exceptional cases.

The area will constitute a distribution area and will be developed through the execution of the detailed planning included in the PIA as a single polygon, by the system of compensation or agreement.

Execution and Urbanization

The detailed planning will have indefinite validity and will be developed through the corresponding urbanization project, which must be processed together with the redistribution project approved by the City Council. The urbanization, infrastructure, and general services works will be the responsibility of the promoting entity and must be undertaken within a maximum of three years from the definitive approval of the urbanization and redistribution project.

The urbanization project will encompass the road network, water supply, sanitation and rainwater collection network, electricity supply, public lighting, telephony, and landscaping. Building and land use cannot be undertaken until the corresponding urbanization project is approved and executed.

Appeals via administrative channels

The agreement of the Council of the Xunta, which concludes the administrative process, may be challenged through a contentious-administrative appeal before the Superior Court of Justice of Galicia within two months from the publication of the resolution in the Official Gazette of Galicia, in accordance with articles 8, 14, and 46.1 of Law 29/1998. Prior to this, and as an optional step, a motion for reconsideration may be filed within one month, in accordance with articles 123 and 124 of Law 39/2015.

The resolution was signed in Santiago de Compostela on August 13, 2026, by the general secretary of Industry and Energy Development, Nicolás Vázquez Iglesias.

The final approval of this PIA has a direct urban and economic impact on the municipality of Teo, by enabling new developable industrial land in an economic activity zone, which may favor the expansion of the company and the creation of employment in the region, within a territorial planning framework defined by the Xunta de Galicia.
