A Pobra creates a position for a senior architect technician

The City Council of Pobra do Caramiñal is creating a new senior architect technician position within its Staffing Table (RPT), with the aim of reinforcing municipal urban planning management. The decision was adopted by the Plenary of the Corporation in the session of August 6, 2026, and the announcement of the initial approval is published in the Official Gazette of the Province of A Coruña number 157, of August 19, 2026, under announcement number 2026/5432 and file 1484/2026.

The modification affects the RPT approved in 2004 and published in the BOP of July 2, 2004, which had already been modified on two previous occasions: by agreement of the Plenary of March 31, 2016 (published in the BOP of May 10) and of October 30, 2025 (published in the BOP of December 5, 2025). The agreement also modifies the staff table and annex of the current 2025 Municipal Budget to include the new position.

Functions of the new position

The senior architect technician position, classified in subgroup A1, will have an eminently technical and urban planning profile. Among its functions, the following stand out:

Directing, assigning tasks and functions in the urban planning area.
Preparing technical studies and reports on works, planning, and urban management.
Drafting projects and directing urbanization works and public spaces.
Issuing reports and proposed resolutions regarding licenses and prior communications for works, activities, and public shows.
Issuing reports and proposed resolutions for urban planning discipline and sanctioning files.
Supervising and controlling municipal works contracts and performing inspections of works and installations.
Advising, assisting, and collaborating with other administrative entities and providing transversal support to all municipal areas.

Remuneration and selection

The basic remuneration will correspond to those of subgroup A1 according to the current General State Budget Law. Complementary payments will apply the same treatment as for financial and general administration technician positions, with a level 30 destination supplement and a specific supplement of €14,155.54.

The selection system will be competitive examination (concurso-oposición), which will guarantee the principles of equality, merit, and capacity, with a competition phase of a maximum of 40% of the total and an examination of a minimum of 60%, in accordance with article 56 of Law 2/2015, on public employment of Galicia. A quota for disability will be reserved according to article 59 of the TREBEB and Legislative Royal Decree 1/2013, of November 29.

Public information

The file shall be subject to public inspection for 15 business days starting from the day following the publication of the announcement in the BOP. During this period, interested parties may consult the file at the Municipal Secretariat and submit any claims or allegations they deem appropriate. The Plenary must resolve them and proceed to final approval; in the event that no allegations are submitted, the agreement shall be understood as definitively approved and shall be published in full in the BOP, being forwarded to the General State Administration and that of the Autonomous Community within 30 days. The announcement is signed by the mayor, José Carlos Vidal Suárez, on August 13, 2026.

The creation of this position represents a structural reinforcement of the municipal technical capacity regarding urban planning and urban discipline, in a coastal municipality with increasing construction pressure and license management. For the residents, it implies greater agility in the processing of licenses and more rigorous control of municipal works and buildings.
