A Deputación amplía o Plan Único con oito millóns para gastos sociais

The Plenary of the Provincial Council of A Coruña approved, in the session of October 14, 2026, the modification of the regulatory bases of the Provincial plan for cooperation in works and services of municipal competence (Single Council Plan) POS+2026. The agreement is published in the Official Gazette of the Province of A Coruña number 197, dated October 15, 2026, under announcement number 2026/6641. The consolidated text of the bases includes the POS+Additional 1/2026 for extraordinary social expenses, endowed with 8,000,000.00 euros for the 93 councils of the province.

The document modifies the bases that were approved by the Plenary on November 28, 2025, and published in BOP number 231 on December 2, 2025. The modification adds base 15 and annexes XXVII and XXVIII to regulate the POS+Additional 4/2026, endowed with 25,000,000.00 euros and intended for current expenses, debt reduction with the provincial council, or financially sustainable investments.

The total provincial contributions destined for POS+2026, POS+Additional 1/2026, and POS+Additional 3/2026 amount to 88,000,000.00 euros, according to the table appearing in the bases:

  • 33,000,000.00 euros from the 2026 provincial contribution (items 0430/4592/46201 and 0430/4592/76201).
  • 35,000,000.00 euros from the 2025 provincial contribution, allocated through the credit modification file 6/2025.
  • 8,000,000.00 euros from the 2026 extraordinary provincial contribution for social expenses.
  • 12,000,000.00 euros for the reduction of council debt with the provincial council or current expenditure.

Eight million for municipal social services

Base 12 regulates the POS+Additional 1/2026, which is financed by an extraordinary provincial contribution allocated in the 2026 provincial budget: 3,000,000.00 euros in item 0611/23126/46201 and 5,000,000.00 euros in item 0611/23126/76201. The purpose is to support municipal social services, allowing them to increase extraordinary social spending and urgently process the necessary benefits in situations of risk of exclusion.

The recipients are the 93 councils of the province, and the distribution among them is carried out through the weighted variables traditionally used in the POS fund allocations, detailed in base 4.1. Management corresponds to the Social Services Section of the Social, Cultural and Sports Action Service of the provincial council.

What can be financed

The bases detail the admissible types of current and investment expenditure:

  • Reinforcement or expansion of technical and administrative staff assigned to social services.
  • Emergency and social need grants for vulnerable household units, with a limit of 500.00 euros per unit when provided in kind.
  • Contribution to the home help service under the dependency modality and expansion of the open-competition SAF.
  • Basic complementary services: Meals at home / Meals on wheels, laundry, and hairdressing.
  • Complementary services: accompaniment and socialization, functional home adaptations, podiatry, physiotherapy, and occupational therapy.
  • Respite and family reconciliation services.
  • Other duly justified extraordinary social measures.
  • Investment: technical assistance equipment (beds, wheelchairs, hoists) and equipment for social services technical teams.

Excluded are expenses already financed by other provincial council calls, general-use investments, subsidies to third parties, health and school programs, ambulances, and second-hand vehicles.

Deadlines and justification

Applications were submitted electronically through the SUBTEL platform, between December 9, 2025, and 3:00 PM on January 15, 2026. Current expenses must be incurred between January 1 and December 31, 2026, with no possibility of extension.

The justification must be submitted by March 31, 2027; in the case of investments, the deadline may be exceptionally extended until September 30, 2027, by resolution of the Presidency. The provincial contribution is transferred on a prepayable basis, and the transfer is conditional upon the municipality having justified the amount received in the previous year charged to the POS+Additional 1/2025.

The new base 15 and the POS+Additional 4/2026

The modification adds base 15, which regulates the POS+Additional 4/2026 with a provincial contribution of 25,000,000.00 euros, which will presumably be allocated through the credit modification file 5/2026. The plan will be approved in two phases: the first, for current expenses and debt reduction, with a submission period between October 19 and 30, 2026; the second, for financially sustainable investments or debt reduction, between November 2 and December 30, 2026.

The approval of this modification is subject to the suspensive condition of the entry into force of the credit modification file 5/2026, therefore no act involving a provincial budgetary commitment may be carried out until that condition is met. The announcement is signed by the president, Valentín González Formoso, and the general secretary, Miguel Iglesias Martínez.

The expansion of the POS+ with eight million for extraordinary social expenses reinforces the funding of municipal social services in a fiscal year in which councils must face the increase in emergency benefits, dependency, and home care. For residents, this translates into more resources for vulnerable people and new positions and proximity services in the 93 municipalities of the province.
