A Deputación abre o prazo do PEL-CONCELLOS/2027 con 3,6 millóns

The Deputación da Coruña opened this Tuesday, October 20, the application period for the PEL-CONCELLOS/2027 program, endowed with 3,618,000 euros for the province’s councils to hire unemployed people at risk of labor exclusion. The call is published in the Boletín Oficial da Provincia da Coruña number 200, of October 20, 2026, through the extract of Resolution number 43651, of October 13, from the Presidency of the Deputación. Councils have until 2:00 PM on November 20 to submit their applications.

The call derives from the regulatory bases approved by the Presidency and published in BOP number 199, of October 19, 2026, under announcement reference 2026/6659. The program is part of the Local Employment Plan (PEL), the provincial cooperation strategy for sustainable development, and is included in the provincial strategic subsidy plan 2025-2027 approved by the Plenary on September 27, 2024. The budget application is 0520/24100/46201, with a financing coefficient of 100% and the possibility of budget modification of the amount.

The text justifies the aid line based on the need to alleviate the economic burden on councils and promote labor insertion, with special attention to the safety and health of citizens in educational centers. The invoked regulation is Law 7/1985, of April 2, regulating the bases of the local regime, and the procedure is of non-competitive concurrence, with the resolution serving as the definitive grant.

A one-month deadline and exclusively electronic processing

The calendar set in the extract is as follows:

  • Start: 08:00 hours on October 20, 2026.
  • End: 14:00 hours on November 20, 2026.
  • Single channel: SUBTEL platform, accessible from the Deputación’s electronic office (sede.dacoruna.gal).
  • Identification in the National Subsidy Database: BDNS 935737.

Both the applications and the rest of the processing are carried out electronically. The call is published in application of articles 17.3.b and 20.8.a of Law 38/2003, of November 17, general law on subsidies, and the full text is available in the BDNS.

Priority groups and eligible services

The hired persons must be unemployed, registered as job seekers at the employment office, and in one of the labor exclusion situations that the councils will verify during the selection processes:

  • Women, due to a higher unemployment differential than men.
  • People over 45 years old and under 30 years old.
  • Long-term unemployed, registered for a minimum of one year.
  • People with a recognized disability equal to or greater than 33%.
  • People in a situation of drug addiction or homelessness.
  • People living in a household where no one is employed and single-parent households.
  • People with difficulties finding employment due to language or sociocultural issues.
  • Victims of gender-based violence.

The work must cover minimum municipal services: public lighting, cemetery, waste collection, street cleaning, drinking water supply, sewage network, access to town centers and paving of public roads, in addition to the conservation and surveillance of public centers for early childhood, primary and special education and the protection of public health. In municipalities with more than 5,000 inhabitants, public parks, libraries and waste treatment are added; above 20,000, civil protection, care for people at risk of social exclusion, fire prevention and extinction and sports facilities. Small repair and maintenance works may also be carried out, always within the provincial territory and with Galician as the vehicular language.

From 22,000 to 75,000 euros per council

The maximum amount per application depends on the weight of local unemployment relative to the total of councils with fewer than 50,000 inhabitants, calculated using data from the Xunta’s Department of Employment referring to registered unemployment between July 2025 and June 2026:

  • Module 1, up to 0.15%: 22,000 euros (Toques, Moeche, Vilarmaior, Santiso, Cerdido, Mañón, Monfero, Boimorto, As Somozas and Sobrado).
  • Modules 2 and 3, up to 0.25%: 25,000 and 28,000 euros (Vilasantar, Aranga, A Capela, Frades, Irixoa, Mesía, Coirós and Trazo).
  • Modules 4 to 10, from 0.25% to 1.20%: between 31,000 and 49,000 euros, with 22 councils in the 31,000 bracket.
  • Module 11, more than 1.20%: 52,000 euros (Padrón, Cee, Rianxo, A Laracha, Santa Comba, Ordes, Noia, Fene, Betanzos, Teo, Boiro, Sada, Ribeira, Cambre, Ames, Oleiros, Culleredo, Arteixo, Carballo and Narón).
  • Module 12: 75,000 euros for A Coruña, Ferrol and Santiago de Compostela.

Contracts in 2027 and justification until March 2028

Hiring must be formalized under the modality of contracts for the improvement of employability and labor insertion, with codes 405 (full-time) and 505 (part-time), and must start and end within the 2027 annual period, between January 1 and December 31. The minimum weekly working day will be 75% of the usual full-time day, except as permitted by labor legislation according to the degree of disability.

Salary and social security costs, end-of-contract indemnities and training in occupational risk prevention are eligible for subsidies. The justification ends on March 1, 2028, at 2:00 PM and an exceptional advance of 50% of the provincial contribution is permitted. The guidelines are signed by the president, Valentín González Formoso, and the general secretary, Miguel Iglesias Martínez.

The call affects the 93 councils of the province and comes in a context of pressure on basic municipal services, therefore the application calendar —exactly one month— and the distribution by modules determine the actual access of each municipality to the funds. Councils wishing to hire personnel in 2027 must submit the project and the descriptive report before November 20.
