A Coruña approves the detailed study of plot 5D of Los Rosales

The Plenary of the City Council of A Coruña, in the session of July 2, 2026, agreed to definitively approve the Detailed Study for the regulation of the buildable volume on plot 5D of Emilio González López street, Os Rosais estate, promoted by the Sociedade de Vivenda Pública de Galicia, S.A. The agreement was published in the Official Gazette of Galicia number 131 on July 15, 2026, and registered in the Registry of Territorial Planning and Urban Planning of Galicia on August 6, 2026. The announcement appears in the Official Gazette of the Province of A Coruña number 169, of September 4, 2026, with announcement number 2026/5714 (file 631/2026/26).
Scope and object of the study
The detailed study covers plot 5D of Emilio González López street, a vacant lot that completes the block of cadastral polygon 57255, delimited to the east and west by Emilio González López and Simón Bolívar streets. The plot, with cadastral reference 5725501NJ4052N0001LO, has a surface area of 1,229 m² according to the topographic survey carried out in December 2024.
The document was drafted by architects Mónica Mesejo Conde, Alfredo Garrote Pazos, and Sara Prieto Hortas, and regulates the buildable volume in accordance with zonal norm NZ-1(2) of the PXOM-13, assimilated to subzone 2.4 of intensive block.
Urban parameters of the volume
The proposed volume must be integrated into the compact block typology, consistent with the existing buildings in the surroundings, which feature heights of a ground floor, mezzanine, and eight upper floors. The main defined parameters are:
- Height: 8 floors (G+7F), without mezzanine and with a roof attic.
- Ground floor occupancy: up to 100% of the plot (1,229 m²).
- Floor occupancy: up to 70% (860.30 m² per floor).
- Maximum computable buildability: 7,915.90 m².
- Maximum clear height of the ground floor: 4.40 m.
The height of eight floors is justified by the width of the streets surrounding the plot: 42 meters on Emilio González López street and 39 meters in the parking area, both exceeding 30 meters, which allows maintaining that height throughout the block, including the front facing Simón Bolívar street.
Publication and appeals
The full content of the detailed study can be consulted at the offices of the Municipal Urban Planning Area and digitally on the city council’s electronic headquarters, on the website https://www.coruna.gal/urbanismo, under the heading “planning/current planning”, or through the PGOM 2013 Development viewer.
Against the agreement, as a general administrative provision, a contentious-administrative appeal may be filed before the corresponding chamber of the High Court of Justice of Galicia, within a maximum period of two months from the day following the publication of the announcement, in accordance with article 46 of Law 29/1998, of July 13. The announcement is signed by Francisco Dinís Díaz Gallego, councilor responsible for the Area of Urbanism, Rehabilitation and Housing, by delegation of the mayor (Decree 3531/2024, of June 19).
The final approval of this detailed study clears the way for the construction of one of the last vacant plots in the Rosais polygon, an operation promoted by the regional public housing company that will allow the block to be completed with a volume coherent with the surroundings and contribute to the residential offer in the city.
