52 affordable social rental homes for Palau-solità i Plegamans

The Plenary of the Palau-solità i Plegamans City Council initially approved, at its session of 30 July 2026, the rules for awarding 52 affordable rental social housing units, located at Carrer Camí de la Serra de Ponent, 15-17-19. The agreement is published in the Official Journal of the Government of Catalonia (DOGC) No. 9729, of 13 August 2026 (CVE-DOGC-A-26218052-2026), and the rules are subject to public information for a minimum period of thirty days so that claims and suggestions may be submitted.

The development, of new construction, is part of the Programme of subsidies for the construction of social rental housing in energy-efficient buildings of the Recovery, Transformation and Resilience Plan, funded by the European Union-NextGenerationEU, in accordance with resolutions TER/1029/2023 of 27 March and TER/1706/2023 of 16 May. The promoting entity is the Fundació privada Salas per a l’accessibilitat (private foundation Salas for accessibility) (tax ID G-63678908), accredited as a social developer by the Catalan Housing Agency, while the Fundació Privada Nou Lloc Habitatge Social (private foundation Nou Lloc social housing) (tax ID G64084882) will undertake the formalisation and management of the lease contracts. The land is municipally owned, classified by the POUM as an urban system of public social housing dwellings (key D2).

Typologies, prices and reserves

The 52 dwellings are distributed in four blocks and in the following typologies:

  • 10 one-bedroom dwellings (1D)
  • 2 two-bedroom dwellings adapted for people with reduced mobility
  • 28 two-bedroom dwellings (2D)
  • 12 three-bedroom dwellings (3D)

The interior useful floor area ranges from 37 m² to 87 m², with balconies from 5 to 9 m², and all dwellings have linked parking spaces, two of which are adapted. The maximum rent price is €6.63/m² and that of the parking spaces is €3.52/m². The contracts will have a minimum duration of seven years and, upon formalisation, will require a deposit of one month’s rent paid to the INCASOL and another month’s rent as a security deposit.

The allocation system will be by public draw, with reserves for specific groups:

  • 4% of the total (2 adapted dwellings) for people with reduced mobility
  • 25% (13 dwellings) for cohabiting units with people aged 35 or under
  • 25% (13 dwellings) for cohabiting units with people aged 65 or over
  • 46% (24 dwellings) for the general contingent

Requirements and economic conditions

Persons registered in the Register of Applicants for Officially Protected Housing (RSHPO) who request housing in the municipality may participate. Applicants must prove registration in Palau-solità i Plegamans for a minimum of three years (continuous or discontinuous within the last ten), hold Spanish nationality or a valid residence permit, not own a dwelling, and form a cohabitation unit of 1 to 6 members.

Income must be between 1 and 4 times the IRSC, and the economic effort allocated to rent and related expenses may not exceed 30% of the income of the cohabitation unit. In addition to rent, successful applicants will assume community expenses (estimated at between about 70 and 78 €/month depending on the number of bedrooms), maintenance of the communal aerothermal system (about 18 €/month), and individual utilities.

Calendar and procedures

If no objections are submitted during the public information period, the rules will be deemed definitively approved without the need for a new Plenary agreement, and the award procedure will begin the next business day after the publication of the final rules in the HPO Applicant Register.

  • Provisional lists of participants (one per quota) will be published on the municipal e-office, with ten business days to submit objections.
  • The public draw will be held before the corporation secretary within fifteen days from the publication of the final lists.
  • The homes must be effectively occupied within a maximum of three months from contract signing; failure to occupy may lead to sanction proceedings.

Impact for the municipality

Approval of these rules is a step forward in expanding the affordable housing stock in the Vallès Occidental, one of the regions with the greatest pressure on rental prices. The reservations for under-35s and for elderly people aim to respond to two of the groups with the most difficulty accessing housing, in line with the right to housing recognised by Law 18/2007, of 28 December.
