National Public Safety Commission updates UN terrorist details in Notice 47
Por FactBox Admin

On the 21st, the National Public Safety Commission promulgated National Public Safety Commission Notice No. 47, based on Article 3, Paragraph 4 of the Act on Special Measures concerning Freezing of Assets, etc. Implemented by Japan Based on United Nations Security Council Resolution 1267 and Other Resolutions (Act No. 124 of 2014). Reflecting decisions made on the 15th of this month by the various sanctions committees of the UN Security Council, the notice updates the addresses and listing dates for three previously publicized international terrorists. It was published in the Official Gazette on the same date, requiring financial institutions to conduct asset freezing and identity verification checks based on the new entries.
The Act establishes the framework through which the National Public Safety Commission publicizes individuals and organizations subject to asset freezing and other measures based on UN Security Council resolutions. When changes occur to publicized information, it is necessary to issue a new notice based on Paragraph 4 of the same article; the current promulgation is based on that procedure. The notice was issued in the name of Yasuhiro Nashi, Chairperson of the National Public Safety Commission, and targets three entries with listing numbers QI.082, QI.299, and QE.56.
Address of Mounir El Motassadeq Changed to Morocco
The first case is Mounir El Motassadeq (MOUNIR EL MOTASSADEQ, UN reference number QDi.082). The notice presented the following by contrasting “Before Change” and “After Change”:
- Address, etc.: Before change “Prison in Germany,” after change “Marrakesh, Morocco”

- Background: Arrested on November 28, 2001, and convicted in Germany of aiding and abetting murder and membership in a terrorist organization, receiving a sentence of 15 years imprisonment on January 8, 2007. Deported from Germany to Morocco in October 2018.
- Identification information: Moroccan National ID card E491591, Moroccan passport H236483, born April 3, 1974, place of birth Marrakesh (Morocco)
Republication of Tehrik-e Taliban Pakistan and its Successor Leader
The second case is Noor Wali Mehsud (NOOR WALI MEHSUD, QDi.427, listing number QI.299). The third case is the organization Tehrik-e Taliban Pakistan (TEHRIK-E TALIBAN PAKISTAN (TTP), QDe.132, listing number QE.56). For both, October 15, 2026, was added to the revised listing dates.
- Mehsud’s listing date: July 16, 2020 (Revised on October 30, 2023, December 19, 2023, and October 15, 2026)
- Subject’s attributes: Title “Mufti,” alias Abu Mansoor Asim, born June 26, 1978, place of birth Gurguray (Pakistan), nationality Pakistani, address etc. Lamman, District Barmal, Paktika Province (Afghanistan, as of November 26, 2022)

- TTP’s other names: Tehrik-i-Taliban Pakistan, Tehrike Taliban, Pakistani Taliban, Terike Taliban
- Leadership relationship: Following the death of former leader Maulana Fazlullah (QI.224), Mehsud is said to have become the leader, and the organization’s base is said to be in the tribal areas along the Afghanistan-Pakistan border
Ministry of Foreign Affairs also amends 3 items in the Annex simultaneously
The same Official Gazette also published Ministry of Foreign Affairs Notice No. 319 (Minister for Foreign Affairs Toshimitsu Motegi). Based on the decisions made on the 15th by the committees established pursuant to UN Security Council Resolutions 1267, 1988, 1989, and 2253, items 325., 591., and 786. of the annexes to the relevant notices are amended.
-
- Mounir el Moutassadeq (QDi.082, nationality Moroccan, alias Mounir el Moutassadeq)
-
- Tehrik-i-Taliban Pakistan (QDe.132)
-
- Noor Wali Mehsud (QDi.427)
Both notices simultaneously updated the same targets in both the Public Security Commission list and the Ministry of Foreign Affairs annex, ensuring consistency of descriptions across different jurisdictions. In practical terms, the fact that the address changed from “a prison in Germany” to a city name in Morocco will affect matching logic. Financial institutions need to review the matching conditions between existing customers’ addresses/travel information and the lists, and reflect the revision history of the listing dates in their systems.
