Changes in Procurement Practices Indicated by Power Procurement with Environmental Requirements
This project is included in procurements subject to the Agreement on Government Procurement based on the World Trade Organization (WTO). The fact that disclosure and certification of the power source mix and emission factors—not just the price—are conditions for participation will force power providers to carefully craft their proposals. Demand on the scale of approximately 2.82 million kWh per year and a contract power of 1,050 kW represents a significant business opportunity for operators registered as retail electricity providers in the Kinki region, and the certificate submission deadline of December 11 will serve as the practical first hurdle.
