Free Trade Zone: Triz Engineering expands engineering, software, and administration services
Por FactBox Admin

The Executive Branch expanded the authorized activity for Triz Engineering Services Sociedad de Responsabilidad Limitada under the free trade zone regime, allowing the company to invoice computer programming services, engineering design, additive manufacturing, and shared administrative services under tax incentives. The decision is contained in Executive Agreement N° ACU-RZF-0111-2026-COMEX, published in La Gaceta N° 207 on Monday, November 2, 2026, on pages 2 and 3 of the Executive Branch Agreements section of the Ministry of Foreign Trade, with official reference IN202601136375.
Scope of the modification
The agreement modifies the second clause of Executive Agreement N° 147-2021 of October 11, 2021, published in La Gaceta N° 236 on December 8, 2021, and its amendments, through which the company was granted the benefits and incentives of the Free Trade Zone Regime Law, Law N° 7210 of November 23, 1990, under the category of service company, pursuant to subsection c) of article 17 of said law.
The new wording comprises three CAECR classifications:
- 6201 Computer programming activities: database processing and management, technical support, design, development and testing of products, services or transformation applications, and re-engineering of tangible and intangible processes.
- 7110 Architectural and engineering activities and related technical consultancy activities: engineering design, application of physical laws and engineering principles to the design of machines, materials, instruments, structures, processes and systems, including the development of additive manufacturing technologies (3D printing and its derivatives).
- 8211 Combined office administrative service activities: treasury, purchasing, accounting, finance and human resources, including searching, selection, recommendation and placement of personnel, payroll administration and management, training, capacity building and development of skills, techniques or languages under the shared services modality.
Procedure and technical support
According to the recitals, the company—legal entity ID 3-102-818929—submitted its expansion request through documents dated February 3, and April 8, 20, 21, and 24, 2026. The internal instance of the PROCOMER Administration reviewed the case and, based on the report from the Special Regimes Directorate of PROCOMER N° 136-2026, recommended the modification of the original agreement to the Executive Branch.
The text also incorporates the score obtained by the beneficiary in the Strategic Eligibility Index (IEES): 101 points.
Delegated signature and entry into force
The agreement was signed at the Presidency of the Republic on August 26, 2026. It was signed by Alexander Astorga Monge, Director of the Office of the Presidency, by delegation of President Laura Fernández Delgado pursuant to Presidential Agreement No. 040-P of July 14, 2026, published in La Gaceta No. 133, Scope No. 91 of July 17, 2026; the acting Minister of Foreign Trade, Arianna Arce Camacho, also signed.
The decree establishes that, in matters not expressly modified, the provisions of Executive Agreement No. 147-2021 remain in effect, and that the extension takes effect upon its notification. The text also clarifies, supported by the sworn statement of the company’s representative in the application for entry into the regime, that the activities carried out do not involve the provision of professional services.
Impact for the technology sector
The extension redefines what the company can invoice using the regime’s tax incentives: it moves from a limited profile to covering product engineering, additive manufacturing, data management, and shared administrative functions such as payroll and recruitment. This perimeter matters to competitors offering the same services outside the regime and to technology sector workers, because administrative and human talent activities are expressly included within the beneficiary’s authorized scope of business.
