Zapardiel tenders the lease of 17 communal land plots

Zapardiel licita el arrendamiento de 17 lotes de tierras comunales

The City Council of San Esteban de Zapardiel has announced a tender for the lease of 17 lots of common land and municipal meadows, with minimum prices ranging from 44.26 to 2,109.42 euros per year. The call is based on the Mayoral Resolution of September 9, 2026, and was published in the Official Gazette of Ávila on September 17, 2026, under Number 1824/26. Interested parties have 15 calendar days, starting from the day following the publication, to submit their offers.

The file, processed by the municipal Secretariat under number 78/2026, concerns the lease of rural properties that constitute the common land and meadows of the municipality, classified as patrimonial assets in the Municipal Inventory. Each lot will be awarded to the economically most advantageous offer for the City Council regarding each rural property, and the published minimum rental price serves as the minimum bidding price.

The call is governed by Article 85 of the General Regulations of Law 33/2003, of November 3, on the Patrimony of Public Administrations, approved by Royal Decree 1373/2009, of August 28, and by Article 16.4 of Law 39/2015, of October 1, on the Common Administrative Procedure of Public Administrations.

The 17 lots and their minimum prices

  • Lot 1: polygon 1, Galgas area, 0.5862 hectares, 58.62 euros.
  • Lot 2: polygon 3, La Longaniza area, 0.4980 hectares, 49.80 euros.
  • Lot 3: polygon 3, La Longaniza area, 3.7840 hectares, 378.40 euros.
  • Lot 4: polygon 4, Tabla Chica area, 0.5682 hectares, 56.82 euros.
  • Lot 5: polygon 4, Diez Obradas area, 2.1240 hectares, 212.40 euros.
  • Lot 6: polygon 4, Ontina area, 0.7750 hectares, 77.50 euros.
  • Lot 7: polygon 4, Ontina area, 0.8724 hectares, 87.24 euros.
  • Lot 8: polygon 5, Las Eras area, 0.4426 hectares, 44.26 euros (the lowest minimum).
  • Lot 9: polygon 8, Carravilla area, 1.2200 hectares, 122.00 euros.
  • Lot 10: polygon 6, Majuelón area, 2.1912 hectares, 219.12 euros.
  • Lot 11: polygon 7, El Barrero area, 0.5878 hectares, 58.78 euros.
  • Lot 12: polygon 7, Cuesta Cabaña area, 2.9078 hectares, 290.78 euros.
  • Lot 13: polygon 5, Los Abriles area, 0.4842 hectares, 48.42 euros.
  • Lot 14: polygon 4, Diez Obradas area, 8.0797 hectares, 807.97 euros.
  • Lot 15: polygon 4, Diez Obradas area, 3.1870 hectares, 318.70 euros.
  • Lot 16: polygon 4, Diez Obradas area, 21.0942 hectares, 2,109.42 euros (the lot with the largest area and price).
  • Lot 17: polygon 4, Diez Obradas area, 5.4299 hectares, pasture use, 162.90 euros.

Submission of offers and documentation

Proposals shall be submitted to the Town Hall, at calle Peñaranda, s/n, 05229 San Esteban de Zapardiel (Ávila), during public office hours on Thursdays, from 9:00 to 12:30 hours. They may also be sent by mail or by electronic means at any of the locations provided for in article 16.4 of Law 39/2015, through the municipal electronic office.

Each bidder may not submit more than one offer per rural property, and submission implies the unconditional acceptance of the specifications. Offers shall be delivered in two closed and signed envelopes: envelope “A”, containing the administrative documentation, and envelope “B”, containing the economic offer and the documentation evaluable according to the award criteria.

Opening of the offers

The opening will take place on the following business Friday after the submission deadline date, at 11:00 hours, in the Session Hall of the Town Hall. First, the “A” envelopes will be opened and the administrative documentation will be qualified; if necessary, a period of 10 days will be granted to correct rectifiable defects or omissions. Subsequently, the “B” envelopes containing the economic offers will be opened and examined.

The announcement is signed in San Esteban de Zapardiel, on September 9, 2026, by the Mayor, Pilar Pastor Illera.

The competition opens a way for farmers and livestock breeders in the area to access municipal agricultural land under fixed and public conditions, with lots ranging from less than half a hectare to more than 21 hectares. The award by lot and through upward bidding over the minimum price allows the Town Hall to maximize the yield of rural assets that until now were exploited through leases, and allows professionals in the sector to secure pastures and arable lands with an annual horizon.
