Zamora initially approves the modification of the ordinances of Los Llanos

The Local Government Board of the Zamora City Council, in a session held on August 25, 2026, adopted the initial approval of the specific modification of the regulatory ordinances of the partial plan for sector 9 “Los Llanos,” in the municipality of Zamora. The agreement is published in the Official Gazette of Castilla y León, number 171, dated September 3, 2026, and is subject to public consultation for one month.

The initiative originates from the Association of Owners, Tenants, and Entrepreneurs of the Los Llanos Industrial Estate, presented by Mr. Daniel Taranilla Raposo, with technical documentation signed on February 6, 2026, by the architect Mr. Javier Antón García, member number 3,659 of the COAL, Zamora Delegation. The case file is 2691/2026.

A saturated industrial estate with no available land

The report justifies the modification due to the practical saturation of the industrial estate, where almost all plots are occupied by industrial activity, and due to the standstill of sector SUR-39 “Los Llanos Ampliación I,” initially approved in 2008 and left undeveloped after more than 17 years. The lack of nearby industrial land and the impossibility of realizing a large part of the buildability assigned to Grade 2 and 3 plots motivate the reform.

The plots affected by the expansion of occupancy total a combined area of 258,937 m², distributed across 56 cadastral references. The original partial plan was approved on September 11, 1989, and was previously modified in May 1992, September 28, 1995, and December 28, 2016.

What changes in the ordinances

The modification alters several detailed planning parameters:

  • It allows for the justification of plot accesses with a width exceeding 7 meters.
  • It aligns plot fencing with those defined in the General Urban Development Plan of Zamora.
  • It authorizes urban supply installations approved by the supply companies, as well as underground installations below grade, within the setback area.
  • It includes sports use as compatible in Grades 1 and 2.
  • It increases the maximum occupiable area from 60% to 75% in Grades 2 and 3, which would allow for the realization of 83.33% of the buildability on the ground floor (industrial warehouse use).
  • It removes sections already regulated in other legislation and refers to the current PGOU.

Processing and deadlines

The agreement incorporates a requirement: section II.3.4.3.5 (Discharges and sanitation) must be modified, given that the municipal water pollution ordinance published in the B.O.P. of Zamora no. 85, dated July 16, 2004, has been repealed by the Regulatory Regulation of the Municipal Drinking Water Supply and Sanitation Services of Zamora, approved and published in the B.O.P. of Zamora no. 85, dated July 21, 2010.

The file shall be subject to public inspection for one month in accordance with Article 155 of the Urban Planning Regulations of Castilla y León; the environmental report will be obtained, and the agreement will be notified to the applicant. The documentation may be consulted at the Urban Planning Legal Service, at C/Santa Ana c/v Ronda de San Torcuato, first floor, Monday to Friday from 9 a.m. to 2 p.m., and on the municipal website (www.zamora.es). The agreement was signed by delegation by the delegated councilwoman for European Funds, Urban Planning, Digital Transformation, and Press, Ana Belén González Rogado, on September 1, 2026.

The reform seeks to provide flexibility for the development of already established companies that lack land for expansion, and to promote the economic and demographic dynamism of the capital of Zamora, in line with the strategy to combat climate change by utilizing existing urban land without consuming rural land.
