Zamora increases its budget by 291,090 euros charged to the surplus
Por FactBox Admin

The Zamora City Council has definitively approved credit modification 10/2026, for a total amount of 291,090.53 euros, after the public exhibition period passed without any claims. The plenary agreement was formalized on September 30, 2026, and the edict containing the summary by chapters is published in the Official Gazette of the Province of Zamora No. 129, dated November 4, 2026, under official reference R-202602529.
The file, processed under number 13,937/2026, had obtained provisional approval from the Plenary and was made available to the public in accordance with the procedure provided for in the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5. As no objections were filed, the agreement became definitive, and the Council agreed to publish it summarized by chapters, as stated in the edict signed in Zamora on October 30, 2026.
Distribution between extraordinary credits and supplements
The modification combines two modalities. Extraordinary credits, intended to cover expenses that could not be delayed, total 120,000.00 euros, and credit supplements, which reinforce existing allocations, reach 171,090.53 euros.
- Extraordinary credits in chapter 4, current transfers: 60,000.00 euros.
- Extraordinary credits in chapter 6, real investments: 60,000.00 euros.
- Credit supplement in chapter 4, current transfers: 165,000.00 euros.
- Credit supplement in chapter 6, real investments: 6,090.53 euros.
The greatest weight of the adjustment therefore falls on the items of chapter 4, with a total of 225,000 euros between the two modalities, while real investments are only increased by 66,090.53 euros.
Financing without recourse to debt
The file is financed entirely from the treasury surplus for general expenses, under budget application 87000, for the exact amount of 291,090.53 euros. The operation does not incorporate new income nor does it resort to credit, so it does not alter the Council’s debt volume.
The edict specifies that the Plenary itself authorized the summarized publication by chapters in the provincial gazette, once the administrative processing of the file was closed.
Fourth modification of the year in the capital
Operation 10/2026 is added to those already approved by the municipal Plenary throughout 2026, in a sequence that reflects the pace of budgetary adjustments in the capital:
- Modification 07/2026, provisionally approved by the Plenary on July 31, 2026.
- Modification 09/2026 (file 12.581/2026), agreed upon by the Plenary on September 10, 2026 and published in the Official Gazette of the Province of Zamora no. 121, dated October 14, 2026, for 1,293,415.00 euros in personnel expenses.
- Modification 10/2026 (file 13.937/2026), approved by the Plenary on September 30, 2026 and now final.
The amount of the last operation is significantly lower than that of the previous modification, despite which it represents the largest adjustment in this edition of the provincial gazette.
Appeal before the High Court of Justice
Against the final approval, a contentious-administrative appeal may be filed before the High Court of Justice of Castilla y León, in the form and within the time limits established by the rules of that jurisdiction, as warned by the edict itself. The official publication thus opens the calendar for potential challenges to the credit modification.
The adjustment directly affects the residents of the capital: 291,090.53 euros of treasury surplus—that is, money already budgeted and unspent—are reassigned to current transfers and investments, which limits the City Council’s margin for the remainder of the fiscal year and for the 2026 accounting closure.
