The Basque Government has paid for the expropriation of the three plots of the Zaldibar landfill.

Notification of the Resolution and Official Publication
The Department of Industry, Energy Transition and Sustainability of the Basque Government has announced, through the General Secretary of the Environment Department, that the fair price and accrued interest for the expropriation of three landfill plots have been paid. The resolution was signed on 2 July 2026, but after direct notification attempts failed, it has been published in accordance with Article 44 and the Third Additional Provision of Law 39/2015 (on the Common Administrative Procedure of Public Administrations), in both the Boletín Oficial del País Vasco and the Boletín Oficial del Estado.
The notification was published in the Official Gazette of the Basque Country on 17 August, and the effect of the notification begins the day after its publication in the State Gazette.
Emergency Works at the Landfill and Impact
Following the ground collapse at the Zaldibar landfill in 2020, emergency works were launched to ensure the stability of the landfill and protect the environment. Within this project, a land remediation and environmental restoration process is being developed, for which three plots have been required: plots no. 96, 100 and 129.
The so-called “as-built project” is the technical documentation that reflects the construction reality after the works are completed; it records the works actually carried out and when these plots were needed during the process.
Subsidiary Payment and Established Entity
The beneficiary of the expropriation process is the company Verter Recycling 2002, S.L.. According to the resolution, this company is subsidiarily responsible for paying the fair price and interest, and the Basque Government has made available the financial resources for this purpose.

Conclusions and Next Steps
Through this notification, the Basque Government fulfills its obligation to regularize the fiscal payment in the environmental and territorial remediation process of the Zaldibar landfill. With the expropriation of the three plots completed, the works area is now definitively finalized, which will allow the cleanup of the landfill’s environment and the recovery of the area to continue.
For citizens, this means that the environmental work initiated at the Zaldibar landfill will move forward and that measures to protect the communities affected by the area will remain in force.
