Yerbas Buenas approves first amendment to its Communal Regulatory Plan

The Municipality of Yerbas Buenas approved the first amendment to its Communal Regulatory Plan, through decree No. 982, dated August 28, 2026, published in the Official Gazette No. 44,551 on September 15, 2026 (CVE 2868285). The measure reclassifies the structuring road Route L-25 / Manuel Rodríguez and creates two urban subzones with higher densities and constructability, with a direct impact on real estate development and local road networks.
The instrument was signed by the Acting Mayor Ximena Vera Arellano, Municipal Administrator, and the Municipal Secretary Elizabeth Hernández Peña, exercising the mayoralty due to the abstention of the titular mayor, Jonathan Norambuena Barros, due to a conflict of interest. The amendment was processed in accordance with Article 45 of the General Law of Urbanism and Constructions, regarding the Regulatory Plan approved by resolution No. 67 of the Regional Government of Maule (August 14, 2018).
Reclassification of Route L-25
The amendment modifies the road classification of Route L-25 throughout its entire extension within the regulated area, reclassifying it from a Trunk road to a Collector road, and adjusts the projected width from 30 to 20 meters on Route L-25 and Manuel Rodríguez. Title III, “Urban Road Network,” Article 11, and Title IV, “Transitory Norms,” Transitory Article 1, of the Local Ordinance are updated.
- Manuel Rodríguez section (Camino a Putagán–José Miguel Carrera): projected width 20 m, widening on the western side.
- Route L-25 section (southern urban limit–Avda. Centenario): projected width 20 m, widening on the eastern side.
- Route L-25 section (Avda. Centenario–Camino a Putagán): projected width 20 m.
- Route L-25 section (Los Portones Azules–northern urban limit): projected width 20 m, widening on the western side.
New urban subzones
The subcategories Urban Sub-Zone 3.1 (SZU3.1) and Urban Sub-Zone 4.1 (SZU4.1) are created, derived from zones ZU3 and ZU4, delimited by four polygons with UTM coordinates. SZU4.1 modifies the following parameters:
- Minimum property subdivision area: from 400 to 280 m².
- Maximum gross residential habitability density: from 100 to 120 hab/ha.
- Land occupation coefficient: from 0.6 to 0.78.
- Constructability coefficient: from 1.5 to 1.95.
- Front yard: from 5 to 3 meters.
SZU3.1, for its part, reduces the minimum property subdivision from 300 to 210 m², increases the residential density from 250 to 300 hab/ha, and increases the occupation coefficient from 0.6 to 0.78.
Processing and citizen participation
The process began with the authorization of the Municipal Council in Ordinary Session No. 074 (May 12, 2026) and municipal decree No. 1,302. Two public hearings were held—on June 10 and August 24, 2026—and a 30-day public exhibition starting June 15, during which no inquiries or observations were received. Final approval occurred in Council Session No. 89 (August 25, 2026), by unanimous vote of the chamber.
The amendment plan was signed by architect Sindy Palomera Salgado, the Communal Planning Secretary José Olivares Quiroz, the Director of Municipal Works Héctor Calquin Calquin, and Mayor Jonathan Norambuena Barros.
The amendment opens greater possibilities for densification and construction in urban sectors of the commune, while redefining the structuring road network, which will impact future real estate projects and local traffic planning. In all unmodified aspects, the Local Ordinance approved in 2018 remains unaltered.
