Yerbas Buenas approves amendment to its Communal Regulatory Plan and road network

The Municipality of Yerbas Buenas approved the first amendment to its Communal Regulatory Plan (PRC), through decree No. 982, dated August 28, 2026, published in the Official Gazette of the Republic of Chile No. 44,551, on Tuesday, September 15, 2026, in Section I, General Norms (CVE 2868285). The measure modifies the structuring road network of the locality and adjusts the urban planning regulations of certain sectors of the urban area.

The instrument was signed by Acting Mayor Ximena Vera Arellano, Municipal Administrator who substituted for Mayor Jonathan Norambuena Barros, proclaimed by the Regional Electoral Tribunal of Maule (Case No. 137-2024) and in office since December 6, 2024. The amendment was processed through the mechanism of Article 45 of the General Law of Urbanism and Construction, regarding the original PRC approved by resolution No. 67 of the Regional Government of Maule, dated August 14, 2018.

Reclassification of the structuring road network

The road axis Route L-25 / Manuel Rodríguez is reclassified from a Trunk road to a Collector road throughout its entire extension within the regulated area, and its projected width is reduced from 30 to 20 meters. Title III, “Urban Road Network,” Article 11, and Title IV, “Transitory Norms,” First Transitory Article, of the Local Ordinance are modified, with sections providing for widenings on the western or eastern side depending on the sector.

New urban sub-zones SZU3.1 and SZU4.1

The amendment creates two regulatory subcategories derived from zones ZU3 and ZU4, delimited by polygons with UTM coordinates, which flexibilize the building parameters:

• Urban Sub-Zone 4.1 (SZU4.1): minimum land subdivision from 400 to 280 m²; gross residential density from 100 to 120 hab/ha; land occupation coefficient from 0.6 to 0.78; constructability from 1.5 to 1.95; front yard from 5 to 3 meters.
• Urban Sub-Zone 3.1 (SZU3.1): minimum land subdivision from 300 to 210 m²; gross residential density from 250 to 300 hab/ha; land occupation coefficient from 0.6 to 0.78.

Processing and citizen participation

The process included the authorization of the Municipal Council in its Ordinary Session No. 074 (May 12, 2026), the start of the processing by municipal decree No. 1,302, and two public hearings at the Complejo Criollo (June 10 and August 24, 2026), with the background information displayed for 30 days. Final approval was adopted in Session No. 89 of the Council, on August 25, 2026, unanimously and with the Mayor’s abstention due to a possible conflict of interest. The amendment plan was signed by architect Sindy Palomera Salgado, the Communal Planning Secretary José Olivares Quiroz, and the Director of Municipal Works Héctor Calquin Calquin.

The amendment eases densification and reduces subdivision standards in urban sectors of the commune, which may boost local real estate development and reorganize the connectivity of Route L-25, with a direct impact on the urban planning regulations that will govern future projects in Yerbas Buenas.
