Yeles approves a technician position after upholding the CCOO appeal

The Yeles City Council (Toledo) has approved the supplementary Public Employment Offer for the 2026 fiscal year, which includes one position for General Administration Technician in Subgroup A2, according to the announcement published in the Official Gazette of Castilla-La Mancha (DOCM) on August 26, 2026. The decision comes after the council upheld the appeal filed by CCOO because the offer had not been submitted for collective bargaining.

The announcement, signed by Mayor María José Ruiz Sánchez on August 13, 2026, incorporates Mayoral Resolution number 2026-0254, dated July 29, 2026, and is published in the Announcements section of the regional bulletin (reference 2026/6233).

An appeal that forced the process to be repeated

The offer was initially approved by Mayoral Decree on July 29, 2026, and published in the Official Gazette of the Province of Toledo on July 31, 2026. However, on August 4, 2026, the CCOO Citizenship Services Federation of Toledo filed a discretionary appeal for reversal requesting its annulment because it had not been previously submitted for negotiation in the General Negotiation Table.

The council upheld the appeal via Mayoral Decree on August 6, 2026, agreeing to reverse the procedure to the moment prior to the approval of the offer to incorporate the collective bargaining process provided for in Article 37 of the Recast Text of the Law of the Basic Statute of Public Employees. The General Negotiation Table was convened and held on August 13, 2026.

The position is established in the municipal staff list, has a budget allocation, and became vacant following the definitive appointment of its previous holder through the free designation system. The council justifies the filling of the position due to the need for civil servant personnel from Subgroup A to provide technical-legal support to the municipal bodies of a municipality of approximately 8,000 inhabitants.

Regulatory framework and next steps

The offer is formulated in accordance with Article 70 of the Recast Text of the Law of the Basic Statute of Public Employees (Royal Legislative Decree 5/2015), Article 91 of Law 7/1985 Regulating the Bases of the Local Regime, Article 128 of Royal Legislative Decree 781/1986, the Law 4/2011 on Public Employment of Castilla-La Mancha, and Law 39/2015 on Common Administrative Procedure, among other regulations.

The mayoral decree orders the continuation of the process through the approval of the regulatory bases and the call for the selection process to fill the position. The offer will also be published in the Official Gazette of the Province of Toledo and on the notice board of the municipal electronic headquarters.

The resolution reinforces the value of collective bargaining in the management of local public employment and opens a new opportunity for access to the public service for applicants from the La Sagra region, in a municipality with demographic growth.
