Walloon home-help staff get binding pay and indexation agreement

A royal decree of 15 July 2026 makes generally binding the collective agreement of 24 November 2025 that fixes the working, pay and indexation conditions for the staff of home-help services subsidized by the Walloon Region. The text was published in the Moniteur Belge of 21 August 2026 (p. 45853) under official reference C-2026/003884.
The agreement was concluded within the Sous-commission paritaire pour les services des aides familiales et des aides seniors de la Communauté française, de la Région wallonne et de la Communauté germanophone and registered under number 197404/CO/318.01. It applies to employers and workers of home-help services for families and the elderly that are approved and subsidized by the Walloon Region.
Scope and purpose
The convention gives effect to the intersectoral tripartite framework agreement of the Walloon non-profit sector 2021-2024 of 26 May 2021. It sets out the rules applicable to all workers covered, and determines only the minimum wages, leaving the parties free to agree more favourable conditions for employees.
The enumeration of functions classified in the different categories is considered exemplary and non-limiting. The agreement covers, among others, technical personnel in three categories, with wages for a full-time weekly working week fixed in the barème grid annexed to the text.
Pay and indexation
All wages provided for in the agreement, as well as the wages actually paid, are linked to the smoothed health index of the Kingdom, established monthly by the Federal Public Service Economy and published in the Moniteur belge. The minimum and actually paid wages applicable on 1 January 2025 correspond to the pivot index of 128.11 (base 2013).
- The annual wages are recalculated each time the smoothed health index reaches one of the pivot indices, applying the coefficient 1.02n.
- The indexation increase is applied from the second month following the month in which the four-monthly index reaches the pivot index.
- The indexed monthly wage is obtained by dividing the indexed annual wage by 12, and the indexed hourly wage by dividing by 1976.
Revaluation and compensatory measure
The salary increase provided for in article 7 is conditional on the payment of subsidies by the government and on the effective receipt of the necessary financial means by the services. Employers undertake to implement the increase as soon as possible after the effective receipt of the funds paid by the administration.
For the year 2024, taking into account the financing mechanisms, and by way of derogation, the salary increase that cannot be effectively applied is replaced by a compensatory measure. This takes the form of an exceptional premium, prorated to the number of paid hours, to compensate the salary revaluation for the period from 1 January 2024 to 31 December 2024, and is paid to the worker at the latest on the last working day of the end of the first trimester of 2025.
Entry into force
The agreement abrogates and replaces the collective agreement of 24 March 2025 (n° 193375/CO/318.01) fixing the working and pay indexation conditions for the personnel of home-help services subsidized by the Walloon Region, from the moment the advantages obtained in the new agreement are effectively granted by the subsidizing authority. It enters into force on 1 January 2024 and is concluded for an indefinite duration, denounceable by one of the signatory parties with a three-month notice.
For the thousands of home-help workers in Wallonia, the decree secures a binding framework that guarantees minimum wages, automatic indexation and a retroactive revaluation from 2024, while leaving room for more favourable company-level conditions.
