The Government has adopted the Action Plan for the Development of Railway Infrastructure until 2027

The Government of the Republic of Croatia adopted, at its session held on October 21, 2026, the Decision on the Adoption of the Action Plan for the Implementation of the National Railway Infrastructure Development Plan for the period up to 2030, for the period up to 2027. This is a document published in the Official Gazette (Narodne novine) No. 121 of October 23, 2026, under serial number 1442, with the official designation Class: 022-03/26-04/444. The Decision is signed by the Prime Minister mr. sc. Andrej Plenković.

Legal Basis and Content of the Decision

The Government adopted the Decision based on Article 13, paragraph 2 of the Act on the System of Strategic Planning and Development Management of the Republic of Croatia (“Official Gazette”, No. 123/17 and 151/22) and Article 31, paragraph 2 of the Act on the Government of the Republic of Croatia (“Official Gazette”, No. 150/11, 119/14, 93/16, 116/18, 80/22, and 78/24).

The act is brief and consists of three points. The first adopts the Action Plan itself, the second appoints the body responsible for its implementation, and the third regulates its entry into force and publication.

• Point I. – the Action Plan for the Implementation of the National Railway Infrastructure Development Plan for the period up to 2030, for the period up to 2027, is adopted.
• Point II. – the Ministry of the Sea, Transport and Infrastructure is tasked with informing all competent bodies involved in the implementation of the Action Plan about the adoption of the Decision.
• Point III. – The Decision enters into force on the day of its adoption and shall be published in the “Official Gazette”.

The Decision is therefore in force from October 21, 2026, the day it was adopted by the Government, and it was printed in the official gazette two days later, on Friday, October 23, 2026.

Action Plan Published Outside the Gazette

The text of the Decision explicitly specifies where the Action Plan itself is located: it is an annex to the Decision and is published on the website of the Ministry of the Sea, Transport and Infrastructure. This means that the content of the plan was not printed in the Official Gazette, but only the decision on its adoption and the obligation to publish it on the ministry’s website.

Therefore, individual interventions, financial amounts, and deadlines by section are not evident from the published text of the Decision – these elements belong to the annex published outside the gazette. The official gazette only conveys the framework: the adopter, the legal basis, the reporting obligation, and the moment of entry into force.

Infrastructure Management Plan Adopted on the Same Day

In the same issue of the Official Gazette, under serial number 1443, a related Decision on the Adoption of the Action Plan for the Implementation of the National Plan for the Management of Railway Infrastructure and Service Facilities and the Development of Railway Transport Services for the period up to 2030, for the period up to 2027 was also published, with the designation Class: 022-03/26-04/445.

This decision was made at the same Government session on October 21, 2026, has an identical structure and the same signature, and its action plan is also published on the ministry’s website. Unlike Decision 1442, which covers the development of railway infrastructure, Decision 1443 refers to the management of infrastructure and service facilities, as well as the development of railway transport services.

What this means for implementation

Together, the two decisions constitute the implementation framework for the period up to 2027 within the ten-year national plan until 2030. Both place the Ministry of the Sea, Transport and Infrastructure in a central role: it is the recipient of the reporting obligation for all competent bodies involved in the implementation and the body that publishes the plans themselves.

For readers and stakeholders in the railway sector, this means that the operational content – the list of measures, responsible parties, and deadlines – cannot be found in the official gazette, but exclusively in the annexes published on the ministry’s pages. The gazette remains the proof of the legal basis and the moment of entry into force, which is crucial for any subsequent reference to these acts.
