Vivenda renews the members of the Expropriation Jury of Galicia

The Minister of Housing and Infrastructure Planning, María Martínez Allegue, signed the Order of October 1, 2026, by which members of the Expropriation Jury of Galicia are appointed representing the College of Civil Engineers (Camiños, Canais e Portos). The appointment was published in the Official Gazette of Galicia (DOG no. 196, of October 15, 2026, p. 52593) and takes effect from the day following its publication. The designation replaces the persons who held the titular and substitute memberships since November 2025.

Who occupies the two memberships

• Titular: Juan José Vázquez Cerreda.
• Substitute: Carlota Pita Pita.

The substitution proposal was submitted by the professional college on September 28, 2026, as stated in the order itself. The previous appointment for this membership was established by the Order of November 18, 2025 (DOG no. 231, of November 28).

A body that determines the fair price

The Expropriation Jury of Galicia is, according to article 11.1 of Law 2/2016, of February 10, on Galician Land, a permanent collegiate body of the Autonomous Community specialized in procedures for determining the fair price in compulsory expropriation when the expropriating Administration is the Xunta or the local entities within its territorial scope.

Its organization and operating regime are regulated in Decree 172/2018, of December 20. Article 5 of said regulation establishes that the Plenary is composed of the Presidency, the memberships, and the Secretariat. Ten of the memberships are provided by order of the department to which the body is attached, currently the Department of Housing and Infrastructure Planning, and for each one, a titular person and a substitute who replaces them in case of vacancy, absence, or illness are appointed.

Seven of those ten memberships are reserved by article 7.1.f) for registered freelance professionals with accredited competence in the matters of the Jury, upon proposal from the presidents of the professional colleges of Galicia to which they belong. Article 11 of the decree sets a four-year term; upon completion, members continue in their functions until new ones are appointed, and substitutions last for a maximum of the time remaining for the replaced person to complete the term.

Ongoing renewal of the Plenary

The order now published is added to the renewal already initiated this year. The Order of August 6, 2026 (DOG no. 155, of August 18) appointed the memberships corresponding to subparagraphs c), d), e) and f) of article 7, with titulars and substitutes representing, among others, the Department of Finance and Public Administration, the Galician Federation of Municipalities and Provinces, the Galician Council of Consumers and Users, and various professional colleges.

Deadlines and means of appeal

• Optional appeal for reversal before the Minister of Housing and Infrastructure Planning: deadline of one month from the day following publication (article 123 of Law 39/2015, of October 1).
• Contentious-administrative appeal before the High Court of Justice of Galicia: deadline of two months from the day following publication (article 46 of Law 29/1998, of July 13).

The composition of the Jury determines who assesses and sets the fair price in compulsory expropriation proceedings affecting owners and councils throughout Galicia, hence the relevance of following the substitutions of its memberships.
