Vitoria-Gasteiz approves 109 internal promotion positions from the SPEIS to subgroup C1

Vitoria-Gasteiz aprueba 109 plazas de promoción interna del SPEIS al subgrupo C1

The Local Governing Board of the Vitoria-Gasteiz City Council approved in an ordinary session on September 11, 2026, the internal promotion offer for 109 positions within the Fire Prevention, Extinction, and Rescue Service (SPEIS): 18 for corporal and 91 for specialist firefighter. The agreement and the rules governing both selection processes are published in the Official Gazette of the Historical Territory of Álava (BOTHA) on Monday, September 21, 2026, with official references 2026-02654, 2026-02658, and 2026-02659. The purpose is the legal integration of personnel into classification subgroup C1.

The framework: Law 12/2023 and the SPEIS organization plan

The operation is supported by the second transitional provision of Law 12/2023, of November 23, on fire prevention, extinction, and rescue services, which grants administrations a maximum period of four years from the entry into force of the regulation to adapt job positions to the new classification groups. Its third section allows for the integration of corporal and firefighter personnel into the new categories of subgroup C1 through an internal promotion procedure.

The Vitoria-Gasteiz City Council approved the Human Resources Organization Plan (PORH) of the SPEIS on March 6, 2026, whose measure 6.4 articulates this integration. The Organization Service issued a report on August 6, 2026, proposing the offer, and the file was negotiated with the council’s Workers’ Committee on July 27, 2026, in accordance with article 37.2 of the Basic Statute of Public Employees. The resolutions bear the signature of the delegated councilor for Public Service, Jon Armentia Fructuoso.

Positions and requirements

The called positions belong to the special administration scale, fire extinction sub-scale:

  • 18 corporal positions, subgroup C1, of which 9 require Basque language profile 2 with an expired mandatory deadline.
  • 91 specialist firefighter positions, subgroup C1; the offer agreement lists 32 positions with a mandatory profile 2, while the published rules increase that figure to 39.

Applicants must be career civil servants of the city council in the category of corporal or firefighter (subgroup C2), hold a High School diploma or a Medium-Level Vocational Training Technician degree—or ten years of seniority in subgroup C2 categories—, possess the required functional capacity, prove language profile 2 through IVAP certification for mandatory positions, pay the examination fee, and hold a category C driving license and the “Titulín” or equivalent navigation license.

Applications are processed electronically on the municipal website for selection processes within a period of 20 business days from the announcement in the BOTHA; Saturdays are not counted as business days.

A single 40-question exercise and grading tribunal

Selection is carried out by competitive examination with a single mandatory and eliminatory exercise: a questionnaire of 40 multiple-choice questions drawn from a previously published battery of 200, covering the specific subjects of the annex (topics 9 to 40). Applicants are exempt from topics 1 to 8, which were already accredited upon entry into category C2. Each correct answer is worth 0.25 points; the test is graded from 0 to 10 and requires a minimum of 5.00 points; incorrect or blank answers are not penalized. The exercise will not be held before two months have passed since the publication of the question battery.

The grading Tribunal will be presided over by the Human Resources Department and composed of three technical members—one of whom is designated by the Basque Institute of Public Administration—and the secretariat, with a composition of at least 40% representatives of each sex and mandatory advisory support on equality matters from the Municipal Equality Service.

Appointments, effects, and means of appeal

Once the process is completed, the Tribunal will formulate, within a maximum of 30 business days, the proposal for appointment to the reclassified position, with the same category and mandatory nature as the one occupied. The assumption of office may be delayed by up to 30 business days. Those who do not pass the process or do not appear will maintain their current position and subgroup, which will be declared as pending extinction. The call for applications does not generate a temporary hiring list.

An administrative-law appeal may be filed against the agreement of the offer within two months before the administrative-law section of the Court of First Instance of Vitoria-Gasteiz, or an optional appeal for reversal within one month. Against the final results, an administrative appeal may be filed before the Department of Public Service within one month.

The publication closes the regulatory design of an operation that affects virtually the entire operational scale of the SPEIS and reorganizes the professional career of corporals and firefighters by transferring them from subgroup C2 to C1, with effects on their remuneration, mobility, and future reinstatements.
