Vitoria-Gasteiz opens the hiring subsidies for the 2026 employment plan.

The City Council of Vitoria-Gasteiz has opened the 2026 call for hiring grants under the Emerging Sectors Employment Plan, approved by the Local Government Board on 24 July and published in the Official Gazette of the Historical Territory of Álava (BOTHA) of Wednesday 12 August 2026, number 91. The allocation amounts to 285,570 euros, with a maximum of 8,800 euros per contract, and applications may be submitted until 8 May 2027.

The call is processed by the Department of Economic Promotion, Employment, Commerce and Tourism; the rules were signed on 24 July by the delegated councillor María Nanclares Caballero, and the extract of the agreement, by the head of the Administrative Service Joseba Andoni García-Ardanaz Ardanaz. The legal framework is completed by Law 38/2003, of 17 November, General Subsidies Law, its regulation (Royal Decree 887/2006, of 21 July) and the municipal general subsidies ordinance (BOTHA number 88, of 28 July 2023). The grants fall within the Strategic Subsidies Plan 2025-2027, under the line “Grants to promote job hiring in Vitoria-Gasteiz”, and their extract appears in the National Subsidies Database with identifier BDNS 923844.

Recipients and training areas

Companies of any legal form with a registered office or workplace in Vitoria-Gasteiz that are up to date with their tax, Social Security and City Council obligations may apply. The aim is to support the employment of unemployed people who have successfully completed training provided at the municipal centres Ignacio Ellacuria and CETIC, through contracts of at least six months and a minimum working day of 75 percent. Three types of eligible action are distinguished:

• Type 1. Construction: training in sustainable construction and rehabilitation provided at the municipal centre Ignacio Ellacuria.
• Type 2. Graphic design and computing: training provided at the municipal centre CETIC.
• Type 3. Logistics: training provided at either of the two centres.

In all three cases, applicants must have successfully completed a level 1, 2 or 3 professional certificate since January 2024, or a course of at least 100 hours since June 2023. The contract must be formalised between 9 May 2026 and 31 March 2027 and have a favourable report from the centre on the suitability of the post. Each company, self-employed person or entity may obtain a maximum of three grants for each type of action.

Amounts and budget distribution

The total allocation is 285,570.00 euros, charged to budget item 0823.2411.471.01 for fiscal year 2026, distributed as follows among the training areas:

• Construction: €208,466.00.
• Graphic design and IT: €48,547.00.
• Logistics: €28,557.00.

The maximum grant is €8,800.00 per full-time contract and may not exceed 70 percent of the salary costs for the first six months; part-time hires are subsidised proportionally. The amount is increased by an additional 10 percent when the hired person is a woman, without in any case exceeding that limit, and €140.00 per month is paid for mentoring the worker. If an area does not use up its allocation, the surplus may be used to finance applications from other areas that have not been served.

Deadlines, submission and resolution

The submission period opens the day after publication in the BOTHA and ends on 8 May 2027, unless the allocation is exhausted earlier. Applications may be submitted:

• At the City Council’s electronic office (sedeelectronica.vitoria-gasteiz.org).
• In person, with an appointment via 010, at the technical offices on Pintor Dublang street and at the citizen service offices of the civic centres.
• At Post Office branches, in accordance with Law 39/2015 of 1 October.

The grants are awarded under a simple concurrence regime, in order of entry registration, by resolution of the delegated councillor: a first resolution is expected before the end of 2026 and a second during 2027. With this line, the City Council turns municipal training into employment in three sectors with growing demand and adds a specific incentive for hiring women, in line with Legislative Decree 1/2023 on equality. Up to €8,800 per contract represents a direct relief of six months’ salary costs for local businesses, which will have nine months to submit their applications.
