Vitoria increases grants for vacant commercial premises by 65,000 euros
Por FactBox Admin

The Vitoria-Gasteiz City Council is increasing by 65,000 euros the allocation of the municipal aid program for the revitalization of available commercial premises within the municipal district for the 2026 fiscal year, which thus increases from 300,000 to 365,000 euros. The decision was adopted by the Local Government Board in its session on October 16, 2026, and is published in the Official Gazette of the Historical Territory of Álava (BOTHA) number 127, dated November 4, 2026, with the official reference 2026-03081.
The framework for the call is the general subsidy ordinance of the Vitoria-Gasteiz City Council, initially approved by the Plenary in the ordinary session of April 21, 2023, and published in BOTHA number 88, dated July 28, 2023, in effect from the following day. On that basis, the Local Government Board approved on April 24, 2026, the rules and the public call for the aid program, charged to budget item 2026.0822.4314.48969 of the municipal budget and for an initial amount of 300,000.00 euros.
Applications exceed available credit
The origin of the increase is the technical report issued on October 1, 2026, by the technical services of the Department of Economic Promotion, Employment, Commerce, and Tourism, which confirms that the sum of applications submitted that meet the required requirements is higher than the budget available in the budget item. For this reason, it was proposed to expand the call by 65,000.00 euros.
The report maintains that the lack of credit in the item should not be a reason to deny the aid, as the seventh clause of the call allows for the increase of the allocation before the resolution when there is surplus credit in any of the calls managed by the aforementioned department, in accordance with Article 58 of the Regulations of the General Subsidy Law.
A transfer from the commercial relief plan
The additional credit comes from a budget modification already carried out: the transfer of 65,000.00 euros remaining in item 0822.4314.47102 “Relief, expansion, and commercial simplification plan” to item 0822.4314.48969 “Aid for the revitalization of premises,” taking into account that this surplus credit will not be used throughout the fiscal year.
The approved agreement consists of three points:
- Increase by 65,000.00 euros the resources destined for the call approved on April 24, 2026, up to a total of 365,000.00 euros.
- Allocate the expenditure of 65,000.00 euros charged to the available credit balance after the budget modification in item 0822.4314.48969.
- Arrange for the publication of the agreement in the BOTHA and on the municipal website, following registration in the National Subsidy Database.
Competence of the Local Government Board
The competence to grant subsidies corresponds to the Local Governing Board by virtue of Article 127.1.g and 2 of the Local Government Base Law, as amended by Law 57/2003 on Measures for the Modernization of Local Government, and Article 8.1 of the municipal subsidy ordinance. The file is processed in view of the agreement on the delegation of competencies regarding subsidies dated May 16, 2025, and the agreement appears signed in Vitoria-Gasteiz on October 16, 2026, by the delegated councilwoman of the department, María Nanclares Caballero.
The processing includes verification that there is sufficient and adequate funding in the municipal budget item approved for 2026, a requirement that the agreement considers fulfilled before authorizing the expenditure.
Effect on urban commerce
The extension comes after the call for applications exhausted its credit with the requests that met the requirements, so the new amount will allow for a greater number of opening projects in vacant premises to be addressed and prevent them from being left out of the program due to a lack of allocation. The measure affects the entire municipal district and is fully financed with credit already available in the 2026 municipal budget, without additional contributions.
