Vinaròs initially approves aid of 300 euros for birth and adoption

The Plenary of the Vinaròs City Council initially approved, in an ordinary session held on 23 July 2026, the municipal ordinance regulating aid for the promotion of birth rates, which provides for a subsidy of 300 euros for each birth or adoption. The agreement is published in the Official Gazette of the Province of Castellón (No. 96, of 11 August 2026, reference 03493-2026) and the file is subject to public information and a hearing for interested parties for a period of thirty days.

The ordinance, processed as file 1325/2026, was included in the 2026 Annual Regulatory Plan of the Vinaròs City Council, approved by the Plenary on 29 January 2026, which collects twenty-three regulatory initiatives. The proposal came from the Department of Family, Childhood and Youth, was reported on by the Information Commission of the Area of Culture, Education, Tourism and Family and has favourable reports from the general secretariat and the municipal intervention.

Beneficiaries and requirements

The following may be beneficiaries: the mothers and fathers and the adopters of minors, provided that in the case of adoption the child does not exceed six years of age. The grant is structured as a direct aid, given that reasons of public and social interest make competitive bidding unfeasible, in accordance with Article 22.2.c) of Law 38/2003, General Subsidies Law.

The requirements for recognition of the aid are:

  • Effective residence and registration in Vinaròs for at least four years, accredited by means of a certificate of cohabitation registration.
  • That the newborn is registered for the first time in the municipality; in adoptions, registration in the municipal register within one month from the judicial decision.
  • Be up to date with municipal tax obligations throughout the year prior to the birth or adoption.
  • A single application per family unit and per minor; in the case of shared custody, it is submitted by the parent with whom the minor is registered.

Amount and procedure

The aid will be 300 euros per child, with an additional 50% increase per child in cases of multiple births or adoption of more than one person. Applications will be submitted through the City Council’s electronic office during the month of January of each year for births or adoptions in the previous calendar year, accompanied by a birth certificate or judicial decision, registration certificates, proof of being up to date with tax obligations, and a bank account.

The aid is subject to the existence of adequate and sufficient credit; applications admitted will be financed in chronological order of entry, and those that cannot be attended to will pass to a reserve list that retains its full validity. Falsity in the data will lead to denial or return of the aid with interest, without prejudice to other responsibilities.

Voting and processing

The agreement was adopted with the following result:

  • Votes in favor: PP (7), PSOE (9), VOX (2) and PVI (2).
  • Votes against: Compromís (1).
  • Abstentions: 0.

The text will remain in public exhibition for thirty days, in the BOP and on the municipal notice board; if no claims or suggestions are submitted, it will be considered definitively approved without the need for a new plenary agreement. The ordinance will enter into force once its full text is published in the provincial bulletin and after the period provided in article 65.2 of Law 7/1985, of Bases of Local Regime.

The measure, signed by the mayor M.ª Dolores Miralles Mir, seeks to alleviate the economic burden of raising children in the first months of life and directly affects families in the municipality with consolidated residence: those who meet the requirements and have had a child or formalized an adoption in 2026 may request it from January 2027.
