Villaviciosa approves the guidelines for its municipal grants for 2026

The Villaviciosa City Council has published in the Official Gazette of the Principality of Asturias (BOPA) the general regulatory bases for the grant award regime for the 2026 fiscal year, approved by agreement of the Plenary on July 2, 2026, as an annex to the execution bases of the Municipal Budget. The announcement, signed by the Mayor’s Office on July 24, appears in issue number 171 of the gazette, dated September 3, 2026, under code 2026-07158.

The text, structured into 43 articles distributed across eight chapters, establishes the procedure that will govern all municipal aid for the fiscal year, from the call for applications to justification, payment, and eventual reimbursement. It is issued under the framework of Law 38/2003, of November 17, General Law on Subsidies, and its Regulations, approved by Royal Decree 887/2006, including the modifications introduced by Law 15/2014 on the rationalization of the public sector.

Scopes and Beneficiaries

The bases apply to all allocation of public funds in favor of public or private persons or entities to promote an activity of public utility or social interest. Beneficiaries may include natural and legal persons, groupings without legal personality, communities of assets, and associative entities, provided that the activity has a direct impact on the municipality.

The eligible activities are categorized into eleven groups:

• Civil protection and works of neighborhood interest.
• Social action and women’s activities.
• Education, cultural, recreational, and sporting activities.
• Festivities and domestic trade.
• Agricultural, livestock, or fishing activities.
• Citizen participation.

Award Procedures

The ordinary route shall be competitive bidding, through a public call in which applications will be compared according to previously established evaluation criteria. Exceptionally, direct award is provided for nominative grants, those imposed by legal-rank regulations, and those in which reasons of public, social, economic, or humanitarian interest are proven to hinder a public call.

The maximum period for resolution and notification may not exceed six months from the publication of the call. Incomplete applications may be corrected within a maximum and non-extendable period of ten days, and the resolution shall be deemed accepted if the interested party does not object within ten days of receipt.

Justification, Payment, and Control

Justification shall be carried out, as a general rule, by means of a justification account with the provision of expenditure vouchers, although a simplified account is permitted for grants under 1,000 euros, as well as justification by modules or accounting statements. The reporting period shall be one month from the completion of the activity, with a deadline of November 30, extendable up to half of the period in the event of unforeseen circumstances.

Payment shall be made, as a general rule, subject to justification and approval by the competent body, although advance payments may be established. Financial control is the responsibility of the Municipal Comptroller, and the regime of infringements and sanctions is referred to Title IV of Law 38/2003, with the Mayor’s Office being the competent authority to sanction. Reimbursement shall proceed in the event of non-compliance, with a maximum period of twelve months to resolve and a minimum threshold of 12 euros to initiate the proceedings.
