Villatobas makes definitive the ordinance regulating its fairground

The Villatobas City Council has finalized the agreement for the approval of the Regulatory Ordinance for the fairgrounds during fairs and festivals of Villatobas, after the public information and hearing period for interested parties concluded without claims or suggestions. The full text is published in the Official Gazette of the province of Toledo, number 177, dated September 16, 2026, pages 45 to 51, with the official announcement reference no. I.-4128. The regulation governs the uses and activities of the fairgrounds and directly affects fairground operators, hospitality businesses, and residents.

The initial approval was adopted by the plenary of the Villatobas City Council in an urgent extraordinary session held on July 28, 2026, and the public information announcement was published in the Official Gazette of the province of Toledo, number 144, dated July 31, 2026 (announcement no. I.-3483). Since no allegations were presented, the agreement is automatically finalized without the need for a new plenary agreement, in accordance with Article 49, last paragraph, of Law 7/1985, of April 2, regulating the Bases of the Local Regime. The full publication of the text is carried out in compliance with Article 70.2 of the same law, and the announcement appears signed in Villatobas on September 11, 2026, by the mayor, María Gema Guerrero García.

Fairground zones and festival calendar

The ordinance distributes the fairgrounds by zones according to the activity, in spaces determined by the City Council:

• Booths and stalls zone (shooting, games, churrerías, burger joints, sandwich shops, cotton candy, bars): Paseo de Santa Ana and Nuestra Señora de la Asunción street.
• Attractions zone: Paseo de Santa Ana and Fuente Chica street.
• Street vending zone: Paseo de Santa Ana.
• Concerts and other activities zones: Municipal Park, Plaza de España, Plaza de la Encomienda, Bullring, and Plaza de Santa María Goretti.

The duration of the fairs is set by the Mayor’s Office-Presidency or the delegated council office. In general, the Fiestas de Jesús de Mayo (the weekend closest to May 17), the Fiestas de Ntra. Sra. de la Asunción (the weekend before August 15), and the Fiestas de Ntro. Padre Jesús Nazareno (from September 12 to 16) are established. The regulation may also be applied to Christmas, the Passion Play, and similar events, always by reasoned resolution.

Schedules, authorizations, and requirements

The general opening and closing hours for booths, attractions, and street vending are:

• Fridays, Saturdays, eves of holidays, and holidays: from 12:00 PM to 04:00 AM the following day.
• Other days: from 12:00 PM to 02:00 AM the following day.

The schedules for street parties, concerts, and shows organized or authorized by the City Council are established in each case by official resolution or programming. The competent body to authorize the occupation of land and grant the operating license is the Mayor’s Office or the councilor to whom it is delegated, following a mandatory report from the Municipal Technical Services and payment of the fees.

Authorizations are temporary, limited to the fair days of the year in which they are obtained, and booths or catering stalls may request an extension of up to fifteen calendar days. Transfer or subletting is prohibited, and anyone who does not set up the installation within the deadline loses their rights. In the awarding process, priority is given to those who were awardees in the last two years and, failing that, seniority or a lottery; those with final sanctions in the last five years for very serious infractions are excluded. Awardees have four days for total dismantling, and motorized traffic is prohibited during the fair, except for supply vehicles between 8:00 and 12:00 hours.

Sanctioning Regime and Entry into Force

The ordinance classifies minor, serious, and very serious infractions in accordance with articles 139 to 141 of Law 7/1985, of April 2, with the following fines:

• Minor: up to 750.00 euros.
• Serious: up to 1,500.00 euros.
• Very serious: up to 3,000.00 euros.

Infractions expire after six months (minor), two years (serious), and three years (very serious). The regulation includes an additional provision on data protection in accordance with Regulation (EU) 2016/679 and Organic Law 3/2018, and will enter into force once its full text has been published and the period set forth in article 65.2 of Law 7/1985 has elapsed. An administrative appeal may be filed against the agreement, which ends the administrative route, before the Contentious-Administrative Chamber of the High Court of Justice of Castilla-La Mancha, based in Albacete, within a period of two months.

The entry into force of the ordinance provides the Villatobas fair with a stable framework of schedules, security, and responsibilities, with a special impact on fairground operators and hospitality workers, who must provide proof of insurance, electrical and gas certificates, and on residents, who gain a tool to limit noise and dismantling beyond the deadline.
