Villarrubia approves the Day Center fee and dismisses the objections

The City Council of Villarrubia de los Ojos has definitively approved the modification of Fiscal Ordinance No. 9, which regulates the fee for the provision of day stay services at the Day Center, after dismissing the allegations presented during the public information period. The agreement, adopted by the Plenary in the session of July 31, is published in the Official Gazette of the Province of Ciudad Real on August 29, 2026 (announcement number 2775).

The process began with the initial approval of the modification, published in the BOP of Ciudad Real No. 84, on May 5, 2026. After the thirty-business-day public exhibition period had elapsed, and since allegations had been presented, the Plenary dismissed them and proceeded to the definitive approval, the full text of which is published in compliance with Article 70.2 of Law 7/1985, of April 2, Regulating the Bases of the Local Regime.

Nature and services of the Day Center

The Day Center is defined as a family and socio-therapeutic support service that attends to, from 9:00 to 17:30 hours, the basic personal, therapeutic, and sociocultural needs of elderly people with different degrees of dependency, promoting their autonomy and their permanence in their usual environment. It is provided on an open basis, from Monday to Friday except holidays, throughout the year.

The services included in the monthly fee are:

  • Personalized attention to basic needs (nutrition, hygiene, etc.).
  • Advice and social guidance for caregivers.
  • Physical rehabilitation and cognitive stimulation.
  • Catering adapted to the nutritional needs of each user.
  • Adapted transport for people with reduced mobility, from home to the center and return.

Amount of the fee

The ordinance distinguishes between two regimes. For places with an agreement with the JCCM, the fee per user shall be that established in the legislation regulating the economic participation of beneficiaries in the financing of the services of the dependency care system in Castilla-La Mancha. For municipal places, the fee shall be 30% of the user’s annual net income.

Annual net income is considered to be:

  • Pensions.
  • Rental income and other leases.
  • Interest from bank accounts.
  • Returns from agricultural or farming operations.
  • Assets.

The final amount is calculated by applying the scale of Annex I according to the number of actual ordinary stays each month and the days of place reservation, which may be maintained for a maximum of three months for justified reasons.

Management and entry into force

Payment shall be made via direct debit, with installments charged between the 1st and 10th of each expired month. Users are required to communicate any cancellation, suspension, or incident in writing, and the non-payment of fees will result in the suspension of the service. Infringements and penalties shall be governed by the General Tax Law 58/2003, of December 17.

The ordinance, signed by the Mayor-President, Encarnación Medina Juárez, shall enter into force on the day following its publication in the Official Provincial Gazette, remaining in effect until its express modification or repeal.

The final approval of this fee consolidates the financing framework for a service essential for dependent elderly people in Villarrubia de los Ojos and their caregiving families, guaranteeing the continuity of daytime care and the ability of users to remain in their usual living environment.
