Villarrobledo announces a permanent position for an A1 Urban Planning Technician via competitive examination
Por FactBox Admin

The Villarrobledo City Council has approved the rules governing the call to fill a permanent position as a General Administration Technician (Urban Planning) through an open competitive examination (concurso-oposición). The Local Government Board of the council adopted the agreement at its meeting on September 17, 2026, and the announcement is published in full in the Official Gazette of the Province of Albacete, number 117, corresponding to Wednesday, October 7, 2026, in the third section (Local Administration), under official reference 25.879.
The call is supported by the extraordinary Public Employment Offer of 2023 and is governed, among other regulations, by Law 7/1985, of April 2, regulating the Bases of Local Regime; Law 4/2011, of March 10, on Public Employment of Castilla-La Mancha; Royal Legislative Decree 5/2015, of October 30, which approves the revised text of the Law of the Basic Statute of the Public Employee, and Law 39/2015, of October 1, on Common Administrative Procedure. The rules will also be published on the notice board of the electronic headquarters and on the municipal website (www.villarrobledo.com), and an announcement of the call will be disseminated in the Official State Gazette.
One permanent A1 position in the Urban Planning area
There is only one position available, which belongs to the labor staff of the Villarrobledo City Council. The selected person will be linked by a full-time permanent contract, with the remunerations established in the job list for category A1 and job number 92 of the RPT file.
The process will be resolved through an open competitive examination system, with two successive phases: an eliminatory examination and a merit competition that will only be evaluated for those who pass the first phase.
Requirements and required qualifications
Applicants must meet the requirements set forth in the third rule on the closing date for the submission of applications:
- Spanish nationality, without prejudice to the access of nationals of other States in accordance with the Basic Statute of the Public Employee and Law 4/2011 of Castilla-La Mancha.
- A Bachelor’s degree or Degree in Law, Political Science, Economics or Business Studies, Mercantile Intendant or Mercantile Actuary, or equivalent.
- Validation or accreditation of equivalence in the case of degrees obtained abroad.
- Functional capacity to perform the tasks, be at least sixteen years of age, and not exceed the maximum compulsory retirement age.
- Not be separated by disciplinary proceedings nor disqualified from exercising public functions.
Persons with disabilities will be admitted under equal conditions and may request adaptations of time and means from the tribunal.
Two eliminatory exercises and merit phase
The competitive examination consists of two mandatory and eliminatory exercises, with a maximum total score of 15 points:
- First exercise: a questionnaire of 60 multiple-choice questions plus 6 reserve questions, in a maximum of 75 minutes, scored from 0 to 7.5 points, with a minimum of 3.75 to avoid exclusion.
- Second exercise: a practical case study on the functions of the position and the specific syllabus, also scored from 0 to 7.5 points, with the same minimum of 3.75.
The merit competition will be valued up to a maximum of 5 points, according to this scale: up to 2.50 points for professional merits in a position or post as a General Administration Technician; up to 1.50 points for training courses of at least 10 hours (0.002 points per hour); and up to 1.00 point for holding a university master’s degree or a level 3 certificate from the MECES related to the position. In the event of a tie, the higher score in the first exercise will be considered, then the second, and if the tie persists, it will be resolved by draw.
Deadlines, tribunal, and job bank
The deadline for submitting applications will be twenty business days starting from the day following the publication of the call announcement in the Official State Gazette. Applications shall be addressed to the Mayor-President and submitted to the general registry of the city council or through any of the channels provided for in Article 16 of Law 39/2015.
Once the deadline has expired, the Mayor’s Office will issue, within a maximum term of one month, the resolution with the provisional list of admitted and excluded candidates, which will be published in the Official Gazette of the Province of Albacete and will indicate the place, date, and time of the process and the nominal composition of the tribunal. The period for correction will be ten business days. The qualifying tribunal will consist of a minimum of five permanent members, with an equal number of substitutes, always in an odd number, and all of them being career civil servants or permanent contractual staff.
The process will also generate a job bank for possible temporary appointments, composed first of those who pass both exercises and, subsequently, by those who pass at least the first one. Against the rules, which end the administrative route, an optional appeal for reversal may be filed within one month before the Local Government Board or a contentious-administrative appeal before the Contentious-Administrative Courts of Albacete within two months.
The call reinforces the municipal staff in a sensitive area such as urban planning, where the new technician will assume management and reporting functions on planning, licenses, and urban discipline. For graduates in Law, Political Science, Economics, or Business Studies interested in a permanent public job of category A1, the publication opens a period of twenty business days that will begin with the announcement in the Official State Gazette.
