Villarcayo stabilizes two temporary job positions in its City Council

Villarcayo de Merindad de Castilla la Vieja (Burgos). — The Villarcayo de Merindad de Castilla la Vieja City Council has made public this Monday, August 17, two hiring resolutions as permanent labor personnel that complete the temporary employment stabilization process initiated in 2022. The two decisions, signed by the acting mayor Iratxe San Millán Sainz on August 4, 2026, appear in Official Bulletin of the Province of Burgos number 154, corresponding to August 17, 2026, in section III (Local Administration).

Both actions are based on Law 20/2021, of December 28, on urgent measures to reduce temporary employment in the public sector, which requires administrations to stabilize through public calls for applications those positions that had been occupied temporarily for at least three years within the last five. The Burgos city council approved the corresponding public employment offer for stabilization through Mayoral Decree 2022-0240, of May 12, 2022.

Hiring of plumbing officer

The first of the resolutions, registered under reference BOPBUR-2026-03411 (pages 60 and 61 of the bulletin), orders the hiring of Millán González López (ID *1191) as permanent labor personnel in the position of 2nd-class plumber officer. The decision is based on the technical report from the Human Resources department of July 28, 2026, and on resolution proposal Pr/2026/1539, of July 30, 2026, which received a favorable review the following day.

After passing the stabilization selection process and proving compliance with the requirements of the terms, the candidate is assigned to the city council staff. The employment pool formed for this call for 2nd-class plumber officer is composed solely of Francisco Javier Méndez Villagra, with a total score of 40 points in the final merit assessment.

Hiring of slaughterhouse officer

The second resolution, under reference BOPBUR-2026-03418 (pages 62 and 63), provides for the hiring of José Pedro Valle Barcina (ID *7290) as permanent labor personnel in the position of 1st-class slaughterhouse officer. The file is based on the technical report from Human Resources of July 9, 2026, and on resolution proposal Pr/2026/1537, of July 31, 2026, favorably reviewed the same day.

The final merit assessment for the 1st-class slaughterhouse officer pool includes two applicants:

• Francisco Alberto Pizarro Lorenzo: 80.45 points (40.45 for professional merits and 40 for personal and family background or others).
• Francisco Javier Méndez Villagra: 40 points (no recognized professional merits and 40 for personal and family background or others).

Deadlines and formalization conditions

Both resolutions establish that selected candidates must formalize their contract within a maximum period of one month, counted from the date of notification. Failure to comply with this deadline without justified cause will result in the loss of all acquired rights.

It is also provided that candidates who already provide services to the City Council and are to be hired for the same position they currently occupy on a temporary basis will retain their consolidated remuneration rights. The resolutions are also published on the council’s electronic headquarters (https://villarcayomcv.sedelectronica.es), where they take effect as notification in accordance with Article 45 of Law 39/2015, of 1 October, on the Common Administrative Procedure of Public Administrations.

Impact on the local community

The stabilization of these two positions entails the permanent incorporation of two workers into the staff of the Villarcayo City Council, consolidating an essential service for the maintenance and management of municipal infrastructure such as the water supply network and the operation of the local slaughterhouse. For the residents of Merindad de Castilla la Vieja, the measure guarantees the continuity and stability of these public services, until now covered by temporary contracts subject to periodic renewals.
