Por FactBox Admin

The Villar del Buey City Council has definitively approved the credit modification file 03/2026, endowed with 225,000 euros, intended for the repair of the medical clinic in Pasariegos, the repair of rural roads, and cleaning and brush-clearing tasks. The agreement is published in the Official Gazette of the Province of Zamora no. 126, corresponding to Monday, October 26, 2026, in section III. Local Administration, with the official reference R-202602477. The announcement bears the signature of the mayor in Villar del Buey on October 21, 2026.
Legal Framework and Processing
The publication is carried out for the purposes of article 169.1, by referral of 177.2, of the consolidated text of the Law Regulating Local Treasuries, approved by Royal Legislative Decree 2/2004, of March 5. As it is a definitive approval, the file is displayed for general knowledge once the municipal processing is concluded.
The City Council further certifies compliance with the requirements of article 37.2, sections a) and b), of Royal Decree 500/1990, of April 20, which develops chapter I of title VI of Law 39/1988 regarding budgets. Specifically, the specific and determined nature of the expenditure and the impossibility of delaying it to subsequent fiscal years are justified, as well as the non-existence of credit destined for that purpose in the expenditure status at the legal binding level.
Distribution of the 225,000 euros
The approved credit supplements are distributed among five budgetary applications:
- 60,000 euros for remuneration of temporary contractual staff (program 241, economic 131.00).
- 12,000 euros for social security of temporary contractual staff (program 241, economic 160.00).
- 23,000 euros for the repair of the medical clinic in Pasariegos (program 312, economic 212.00).
- 70,000 euros for road repair (program 454, economic 619.00).
- 60,000 euros for cleaning and brush-clearing (program 920, economic 210.00).
The largest item is, therefore, that of rural roads, followed by cleaning and brush-clearing and the hiring of temporary staff, while the intervention in the Pasariegos clinic accounts for 23,000 euros.
Financing: Surplus and Grants
The modification is financed using the treasury surplus from the previous year and new or higher revenues than predicted. Of the total, 117,170.12 euros come from the treasury surplus for general expenses (chapter 8, application 870.00), which represents slightly more than half of the amount.
The remaining 107,829.88 euros come from three external contributions:
- 72,000 euros from the Public Employment Service of the Junta de Castilla y León (application 451.01).
- 19,931.35 euros from the grant from the Provincial Council of Zamora for medical clinics (application 761.02).
- 15,898.53 euros from the grant from the 2025 Cohesion Fund (application 761.03).
Both sources total exactly the 225,000 euros of the file, so the operation remains balanced without resorting to new debt.
Appeal Deadlines
An administrative-law appeal may be filed against the agreement before the Administrative Litigation Section of the Court of First Instance of Zamora within two months from the day following the publication of the announcement, in accordance with article 46 of Law 29/1998, of July 13, regulating the Administrative Litigation Jurisdiction. The filing of the appeal shall not, by itself, suspend the effectiveness of the contested act, according to article 113.3 of Law 7/1985.
Impact for Residents
The modification directly affects basic services of a municipality dispersed across hamlets: the repair of the Pasariegos clinic impacts local healthcare, while the 70,000 euros for roads and 60,000 for brush clearing respond to the needs of agricultural access and fire prevention in the district. The use of the treasury surplus and grants already awarded allows the works to be executed without increasing municipal debt.
