Villaquilambre grants permanent contracts to five cleaners and approves a partial retirement

The Villaquilambre City Council has declared five cleaners assigned to the building cleaning service as permanent contractual staff and has recognized the partial retirement of another worker from the same service. The decision was adopted through Mayoral Resolution 2026/2325, dated September 18, 2026, and is published in the Official Gazette of the Province of León no. 180, dated September 21, 2026, with the official reference BOP-LE-2026-180015.

A selection process closed in August

The file originates from the specific bases approved by Mayoral Resolution 2025/2785, dated November 25, 2025, which regulated the provision, via open competition, of five Cleaner positions for unskilled personnel. The Qualifying Board, in a session on August 11, 2026, approved the list of applicants who had passed the selection process and submitted the proposal to the competent body.

Subsequently, Mayoral Resolution 2026/1994, dated August 12, 2026, granted the applicants a period of twenty days to provide the documentation required in the ninth clause of the call. The documentation was submitted through entry records RC 7764-7901-7336-7443-7371, and the resolution proposal PR/2026/2620, dated September 17, 2026, closed the processing of the file.

The five workers declared permanent

The first section of the resolution declares as permanent contractual staff in the unskilled personnel position of Cleaner, level I group IV, the five applicants who passed the selection process:

• Ángela Franganillo Fernández
• Marta Soto Alejandre
• Esmeralda Fernández García
• Laura Mayor Rodríguez

The positions are assigned to the building cleaning service of the Villaquilambre City Council and their remuneration is subject to the Collective Labor Agreement, provincial scope, for the building and premises cleaning sector of the province of León for the years 2023, 2024, 2025, and 2026. The second section provides for the termination of the persons who had been serving in those positions with temporary contracts until their definitive coverage, effective from the declaration itself.

Partial retirement and linked contract

The third section recognizes the partial retirement of Aurea María Martínez Denis, contractual staff originating from the subrogation process in the same position of Cleaner. The requested and accepted reduction in working hours is 75% of a full-time worker’s schedule, with continuous benefits from the start of the reduction.

The resolution links this partial retirement to the hiring of the first applicant who formalizes a contract derived from the declaration as permanent contractual staff, once the process of definitive coverage of the position offered for that purpose has been completed.

Deadlines and means of appeal

Workers declared as permanent staff must formalize their permanent employment contract within one month starting from the day following the publication of the resolution in the Official Gazette of the Province of León. The tenth basis also established a maximum period of four months from the publication of the list of successful candidates to issue the declaration of permanence.

Against the resolution, which exhausts the administrative route, an optional appeal for reversal may be filed before the same body within one month, or directly a contentious-administrative appeal before the Contentious-Administrative Court of León within two months. The document is signed by the mayor, Vicente Álvarez Flórez.

The publication consolidates five jobs in the municipal building cleaning service and orders a generational handover through the partial retirement of a worker with a previous track record in the same service. For the residents, it entails the conversion into permanent employment of positions previously covered on a temporary basis and the opening of a contract linked to a reduction in working hours, with direct effects on the municipal workforce of Villaquilambre.
