Villaquilambre increases its budget by 376,771 euros charged to the surplus

The Villaquilambre City Council has finalized budget modification 04/2026/04 for the 2026 budget, a credit supplement and extraordinary credit for 376,771.67 euros fully financed by the treasury surplus. The agreement was adopted by the Plenary in an ordinary session on September 10, 2026, and is published in the Official Gazette of the Province of León no. 198, dated October 19, 2026, with the official reference BOP-LE-2026-198016. The modification enters into force upon said publication.

The file was initially approved in the plenary session on September 10 and was submitted for public review via an announcement published in the Official Gazette of the Province of León no. 178, dated September 17, 2026 (BOP-LE-2026-178007), with a fifteen-day period to examine the file and submit claims. As no objections were registered, the approval is automatically finalized, in accordance with article 169.1 by referral of 179.4 of Royal Legislative Decree 2/2004, of March 5, which approves the Revised Text of the Law Regulating Local Treasuries.

Expenditure Destinations

The expenditure statement distributes the 376,771.67 euros among four items:

• 05.171.01.619.06 — Pipicanes: 180,000.00 euros.
• 09.433.00.619.04 — Industrial land subsidy for city councils 2025: 116,771.67 euros.
• 01.153.20.227.06 — Technical studies and works: 40,000.00 euros.
• 01.153.20.221.99 — Other supplies: 40,000.00 euros.

The largest item, nearly half of the total, corresponds to the installation of pipicanes, while the industrial land subsidy accounts for the remainder of the transfers chapter. The 80,000 euros for technical studies and other supplies are split equally between both applications.

Financing without Recourse to Debt

The income statement covers the increase with a single source: item 87000, “Treasury surplus for general expenses,” for 376,771.67 euros. The operation does not incorporate new debt nor modify the forecast for current income, as it is limited to applying the accumulated surplus from previous years.

The announcement recalls that, according to article 169.3 of the revised text, modifications must be inserted in the Official Gazette of the Province and enter into force upon said publication, which is now occurring.

Other adjustments from the same plenary

The session on September 10 was intense in economic matters. In the same Plenary, modification 04/2026/01 was definitively approved, a credit supplement of 2,209,784.56 euros destined for the amortization of loans, published in the Official Gazette of the Province of León no. 178, of September 17, 2026 (BOP-LE-2026-178008). Green light was also given to a credit transfer between items of different functional groups for 85,000.00 euros, corresponding to file 04/2026/09.

Deadlines and appeals

Against the definitive approval, legitimate interested parties may directly file a contentious-administrative appeal before the corresponding jurisdiction, within two months from the publication of the announcement, according to article 171 of the Recast Text of the Law Regulating Local Treasuries. The announcement is signed by the mayor, Vicente Álvarez Flórez, in Villaquilambre on October 14, 2026.

The elevation to definitive status closes the administrative process and enables the council to execute the expenditure for the remainder of the fiscal year. For the residents, the most visible effect is the allocation of 180,000 euros for pipicanes (outdoor toilets), while the municipality’s business fabric awaits the call for the industrial land subsidy, endowed with 116,771.67 euros.
