The City Council of Villanueva del Arzobispo has announced, via a competitive examination process, one interim civil servant position for the role of Mediator Monitor for the social intervention program with immigrants and mediation. The call and its guidelines are published in the Official Gazette of the Province of Jaén, number 183, dated September 21, 2026, under reference 2026/4366, opening a period of ten business days for the submission of applications. The process is funded by the Provincial Council of Jaén and two departments of the Regional Government of Andalusia.

Approval and funding of the position

The Mayor’s Office approved the guidelines through Resolution No. 2026-0729, dated September 7, 2026, according to the edict signed by the mayor-president, Jorge Martínez Romero. The position is part of the community programs of the Social Services Area and is supported by:

  • The Provincial Council of Jaén, through the grant call of the Equality, Social Policy and Youth Area, Line E “Social Intervention Program with Immigrants”.
  • The Department of Equality, Social Policies and Conciliation, Line 6 of the 2026 fiscal year.
  • The Department of Educational Development, in its 2026/2027 call regarding Participation, Equity, School Absenteeism and Intercultural Mediation.

The interim nature of the position is supported by article 10.1 of the revised text of the Basic Statute of Public Employees Law, approved by Royal Legislative Decree 5/2015, of October 30, with a duration not exceeding three years.

Characteristics of the position

This is a single position with the following conditions:

  • Group C, subgroup C2, Special Administration scale, Special Services subscale.
  • Part-time schedule of 25 hours per week.
  • Approximate duration of 8 months, adjustable according to budget.
  • Competitive examination selection system.

The assigned functions include mediation, translation, and accompaniment tasks for individuals and groups in situations of vulnerability, support in understanding administrative, health, educational, and social procedures, community revitalization, resolution of conflicts derived from linguistic or cultural barriers, and awareness activities.

Requirements and tests

Among the admission conditions, the compulsory secondary education degree (Graduado en ESO) or equivalent and essential proficiency in Arabic and Spanish stand out, which can be proven as a native speaker or through official certification of at least level A2 of the Common European Framework of Reference for Languages. An updated Certificate of Sexual Offenses is also required.

The competition phase values training up to 2 points and experience up to 4 points, at a rate of 0.1 points per full month worked in the same professional category. The examination consists of an interview worth a maximum of 4 points, with a minimum of 2 required to pass. The Qualifying Board will consist of at least five members, in accordance with Article 60 of the Basic Statute of Public Employees and Article 11 of Royal Decree 364/1995, of March 10.

Deadline, submission, and calendar

Applications shall be addressed to the mayor-president and submitted via the municipal General Electronic Registry or through the channels established in Article 16.4 of Law 39/2015, of October 1, within ten business days from the day following the publication of the announcement. They must be accompanied by Annex I (application form), a copy of the ID or passport, accreditation of the requirements, and supporting documentation of merits.

The planned calendar is as follows:

  • Provisional list of admitted and excluded candidates: resolution by the Mayor’s Office within fifteen days, with three business days for corrections.
  • Final list, indicating the location, date, and time of the interview.
  • Publication of provisional and, where applicable, final scores.
  • Appointment proposal and documentary accreditation within five business days.
  • Assumption of office within one month from the publication of the appointment.

Subsequent announcements will be disseminated on the Transparency Portal of the municipal electronic office. Against the rules, which exhaust the administrative route, an optional appeal for reversal may be filed within one month before the Mayor’s Office, or a contentious-administrative appeal within two months before the Contentious-Administrative Court of Jaén.

The call for applications strengthens the intercultural mediation service in a municipality that depends on supra-municipal funding to serve the immigrant population, and offers a temporary public employment opportunity with a very specific linguistic profile: simultaneous proficiency in Arabic and Spanish.
