Villamediana announces a competitive examination for one Technical Architect position

The Villamediana de Iregua City Council has approved, by means of a Mayoral Resolution dated September 2, 2026, the rules governing the call to fill a permanent position for a Technical Architect as a career civil servant. The process is handled through a competitive examination-merit system (concurso-oposición) in the open category and is part of the execution of the 2026 Public Employment Offer. The call is published in the Official Gazette of La Rioja number 171, dated September 7, 2026, in section II (Authorities and Personnel), page 15310, with official reference BOR-A-20260907-II–1012.
The position corresponds to the category of Technical Architect, classified under the Special Administration, Technical Subscale, Group A, subgroup A2, and is identified as position number 7 of the current Job Position List of the Council. The 2026 Public Employment Offer was approved by agreement of the Governing Board on May 7, 2026, and published in the Official Gazette of La Rioja number 87, dated May 11, 2026. The process will be governed by basic public service regulations, including Royal Legislative Decree 5/2015 (Basic Statute of the Public Employee), Law 7/1985 on the Bases of the Local Regime, and Law 9/2023 on the public service of the Autonomous Community of La Rioja.
Requirements and submission of applications
To participate, applicants must meet the requirements set out in the rules at the time the application deadline expires. Notable among these are:
- Being at least 16 years of age and not exceeding the maximum compulsory retirement age.
- Holding the degree of Technical Architect or the qualification that enables the practice of this regulated profession, with the corresponding accreditation in the case of foreign degrees.
- Holding a valid Class B driver’s license.
- Paying the examination fees, set at 35 euros, with 100% reductions for job seekers with a minimum seniority of six months and for persons with a disability equal to or greater than 33%.
Applications should preferably be submitted electronically through the City Council’s Electronic Office, or in person at the General Entry Registry, Monday to Friday from 9:00 AM to 2:00 PM. The deadline will be 20 business days starting from the day following the publication of the summary of the call in the Official State Gazette.
Phases of the selection process
The selection system combines an examination phase, with mandatory and eliminatory tests, and a merit phase for the evaluation of qualifications. The process consists of two exercises:
- First exercise: written answer to six short-development questions on the syllabus of Annex II, with a maximum of 30 points and a minimum of 15 to pass, within a maximum time of 120 minutes.
- Second exercise: resolution of one or several practical cases typical of the functions of a Municipal Technical Architect, with a maximum of 40 points and a minimum of 20, within a maximum time of 180 minutes.
The final grade will result from the sum of the points obtained in both exercises and from the competition phase. In the event of a tie, it will be resolved in favor of whoever obtains a higher score in the second exercise and, successively, in the first and in the experience section. The Selection Board will be composed of a president, three members, and a secretary, all career civil servants from subgroups A1 or A2, with a tendency toward parity between men and women.
Publicity and appeals
Both the call for applications and its rules will be published in the Official Gazette of La Rioja, and an extract will be published in the Official State Gazette. The remaining announcements of the process, including those regarding the holding of exercises and their results, will be disseminated on the electronic Notice Board and on the Electronic Office of the City Council. Against the resolution, which ends the administrative route, an appeal for reversal may be filed within one month or a contentious-administrative appeal before the Contentious-Administrative Court of Logroño.
