Villamañán compra ocho fincas por 90.396 euros para construir vivienda social

The Villamañán City Council has finalized the purchase of eight urban plots for a total of 90,396.48 euros for the purpose of constructing social housing. The acquisition was processed via public tender under file no. 114/2026, approved by the Local Government Board on August 21, 2026, and is now published in the Official Gazette of the Province of León number 198, dated October 19, 2026, with the official reference BOP-LE-2026-198015.

The agreement was adopted by the Local Government Board of the Villamañán Council in the exercise of the powers delegated to it by the Plenary in the session of March 28, 2025, a delegation published in BOP no. 83, of May 5, 2025. Through this channel, the acts of the Board in delegated matters are understood to be issued by the delegating body, meaning it is the responsibility of the Plenary to resolve any appeals for reconsideration that may be filed.

The announcement is inserted “for general knowledge and in compliance with article 8.1.a) of Law 19/2013, of December 9, on transparency, access to public information and good governance.” The acquired plots total 1,392 square meters of urban land, with correlative cadastral references, and the resulting unit price is approximately 64.94 euros per square meter.

Eight plots between 158 and 203 square meters

The file details each of the acquired properties, including its cadastral reference, area, and amount:

  • 7291230TM8879S0001KM, 168 m², for 10,909.92 euros.
  • 7291231TM8879S0001RM, 165 m², for 10,715.10 euros.
  • 7291232TM8879S0001DM, 170 m², for 11,039.80 euros.
  • 7291233TM8879S0001XM, 203 m², for 13,182.82 euros.
  • 7291234TM8879S0001IM, 186 m², for 12,078.84 euros.
  • 7291235TM8879S0001JM, 176 m², for 11,429.44 euros.
  • 7291236TM8879S0001EM, 166 m², for 10,780.04 euros.
  • 7291237TM8879S0001SM, 158 m², for 10,260.52 euros.

The plot with the largest area is the 203 m² one, which is also the most expensive, while the smallest, at 158 m², has the lowest cost. The average area of the eight properties is 174 square meters.

Land for social housing in the municipality

The municipal agreement expressly links the acquisition to the construction of social housing, although the published text does not specify the number of planned homes, the promotion system, or the execution deadlines. The operation is formalized as a purchase for consideration of urban land, allowing the City Council to incorporate municipal land assets intended for protected residential use.

The Villamañán City Council, located at Plaza Mayor s/n, 24234 Villamañán (León), signed the announcement on October 14, 2026, through the mayor, José Marcos Fernández Suárez.

One month for the appeal for reconsideration

The agreement concludes the administrative process and opens two avenues for appeal:

  • An optional appeal for reversal (recurso de reposición) before the Plenary of the City Council, within one month from the day following its publication, in accordance with articles 123 and 124 of Law 39/2015, of October 1.
  • A contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of León, within two months, pursuant to article 46 of Law 29/1998, of July 13.

If the appeal for reversal is chosen, the contentious-administrative route may not be pursued until the former is expressly resolved or dismissed by administrative silence.

The purchase of these eight properties provides the Villamañán City Council with its own available land to promote social housing in a municipality in the south of the province of León, where the supply of affordable housing is limited. The operation, amounting to slightly over 90,000 euros, converts a group of urban plots into a public resource for residential use and leaves the decision regarding the promotion model and the construction schedule in municipal hands.
