Villacarrillo initially approves the ordinance for animal ownership and protection

The Villacarrillo City Council (Jaén) has initially approved the Municipal Ordinance Regulating the Ownership and Protection of Animals, according to the announcement published in the Official Gazette of the Province of Jaén number 165, dated August 26, 2026, page 13023. The agreement was adopted by the Plenary in the session of July 28, 2026, and is now subject to public consultation for a period of 30 days.

The processing is supported by articles 49 and 70.2 of Law 7/1985, of April 2, Regulating the Bases of Local Government, and article 56 of the Revised Text of Local Government. The announcement, signed on August 11, 2026, by the mayor, Francisco Miralles Jiménez, opens the period for any interested party to examine the text and file any claims they deem appropriate.

Period for Allegations

The public information period is calculated from the day following the insertion of the announcement in the official gazette, that is, starting from August 27, 2026. During those 30 days, the ordinance may be examined by any interested party at the municipal offices and on the city council’s electronic headquarters.

  • Electronic consultation at the municipal electronic headquarters (villacarrillo.sedelectronica.es).
  • Submission of allegations and claims in writing to the city council.

Final Approval

If no claim is submitted within the aforementioned period, the agreement to approve the ordinance will be understood as definitively approved, without the need for a new pronouncement by the Plenary. Otherwise, the allegations received must be resolved before the final approval of the text.

The new municipal regulation will govern the conditions of ownership, care, and protection of animals within the district of Villacarrillo, establishing the obligations of owners and the coexistence regime with companion animals.

Relevance for Residents

The ordinance directly affects all animal owners in the municipality, who must comply with the new obligations once it enters into force. The period for allegations constitutes the opportunity for residents, protection associations, and interested groups to provide their proposals before the text is definitively fixed.
