Viladrau regulates the municipal laundry with fines of up to 1,500 euros

The City Council of Viladrau has definitively approved the Regulations for the Use and Operation of the Municipal Laundry, a self-service facility intended for the domestic use of the municipality’s residents. The regulation, which received initial approval from the Plenary in the session of July 6, 2026, and became definitive as no allegations were presented during the public information process, is published in the Official Gazette of the Province of Girona (no. 178, of September 16, 2026, edict 7937, CVE BOP-2026_0_178_7937).
The regulation is fully integrated in accordance with article 66.1 of Decree 179/1995, of June 13, and will enter into force fifteen business days from its full publication. The text, signed by the Mayor Margarida Feliu Portabella, regulates access, the correct use of the facilities, and the coexistence of users of a service that the City Council manages under the direct management modality.
Conditions of Access and Operation
The municipal laundry is a public service for exclusively domestic use, and its use for industrial or large-scale commercial activities is prohibited. The opening hours will be as follows:
- Monday to Friday, from 9 am to 8 pm.
- Saturdays and Sundays, from 9 am to 7 pm.
The operation of the machinery is activated exclusively through official tokens supplied by the City Council, with a maximum sales limit of 10 tokens per person per day to prevent hoarding and unauthorized use. Tokens can be acquired at the Citizen Service Office (OAC), the Espai Montseny information office, and local businesses authorized as “Authorized Sales Points for Municipal Laundry Tokens.”
Rates and Rules of Use
Each washing cycle requires the insertion of 2 tokens, while each complete drying cycle requires 1. The price of the washing machine service includes, at no additional cost, the automatic and mandatory dosing of ecological detergent and softener supplied by the City Council, and it is prohibited to introduce any other external chemical product into the trays.
Users have a maximum period of 20 minutes to remove their clothes once the cycle has finished. Clothes that remain in the laundry at the end of the day will be removed by municipal services and kept for a maximum period of 15 calendar days, being considered lost property; after this period, the City Council may dispose of them freely, delivering them to charitable organizations or social services of the municipality or proceeding to their destruction.
Sanctioning Regime
The regulation classifies infractions as minor, serious, and very serious, and assigns the Mayor-Presidency the competence to impose financial sanctions:
- Minor infractions: fines from 60 to 300 euros.
- Serious infractions: fines from 300.01 to 900 euros, with suspension of the right to use the service for 1 to 6 months.
- Very serious infractions: fines from 900.01 to 1,500 euros, with suspension of the right to use for 6 months to 2 years or a definitive ban.
Vandalism, tampering with the token vending machine, the use of counterfeit tokens, or fraud to activate the service without paying, as well as using the service for massive commercial or industrial purposes, are considered very serious infractions. The exact amount of the fine will be graded according to intent, recurrence, the nature of the damages, and the economic benefit obtained. Regardless of the sanction, the offender must repair any material damage caused, and in the case of minors, parents, guardians, or legal foster parents shall be jointly and severally liable.
The new regulation provides legal certainty to a service designed to facilitate reconciliation and sustainability in the municipality, and establishes a clear framework of rights and duties for users. With a sanctioning regime that reaches up to 1,500 euros and the possibility of a definitive ban on use, the City Council of Viladrau aims to guarantee the proper functioning and coexistence of a local facility that residents must use responsibly.
