Viladamat appoints Carme Ribas Tibau as part-time municipal architect

The City Council of Viladamat has appointed Carme Ribas Tibau as a career civil servant to occupy the position of municipal architect, special administration scale, group A1, part-time, effective from October 1, 2026. The resolution was adopted by mayoral decree number 2026DEC000156 and has been published in the Official Gazette of the Province of Girona number 185, dated September 25, 2026, with the official reference BOP-2026_0_185_8209 (file X2026000120).

The appointment is made public in accordance with the provisions of article 82 of Decree 214/1990, of July 30, which approves the Personnel Regulations for the Service of Local Entities. The announcement bears the signature of the mayor, Dolors Pons Sais, and the document was electronically signed on September 17, 2026.

A key technical position for urban planning processing

The position of municipal architect corresponds to the special administration scale, classification group A1, and is filled under a part-time dedication regime. This is a senior technical profile, the highest in the professional classification of the local public service.

This type of position is responsible for the drafting and supervision of planning instruments and municipal works projects, as well as the mandatory technical reports for urban planning licenses and files. Appeal deadlines

The resolution is final and exhausts the administrative route. Interested parties may file an optional appeal for reversal before the same body that issued the act within a period of one month from notification.

If this appeal is filed, a contentious-administrative appeal cannot be filed until it is expressly resolved or a dismissal by silence occurs. After one month without notification of the resolution, it will be understood as dismissed by administrative silence.

Alternatively, a contentious-administrative appeal may be filed directly before the Contentious-Administrative Court of Girona within a period of two months, counted from the day after the publication of the announcement.

The municipality’s budgetary framework

The appointment comes a few weeks after Viladamat closed its credit modification 03/26 for the 2026 financial year, definitively approved and published in the Official Gazette of the Province of Girona number 167, dated August 31, 2026, with the official reference BOP-2026_0_167_7547.

With this modification, the council’s final budget for 2026 stands at 1,494,908.52 euros, both in income and expenditure, of which 189,197.90 euros correspond to chapter I of personnel expenses.

The addition of a part-time municipal architect strengthens the technical structure of a small-scale town hall, where the availability of this profile determines the resolution deadlines for urban planning files and works contracting. For residents, this translates into more agile processing of licenses, reports, and municipal projects starting October 1, 2026.
