VigiRep: a new interministerial delegation against radicalization and sectarian drifts
Por FactBox Admin

Decree No. 2026-950 of October 13, 2026, establishes a delegation for the prevention of delinquency and radicalization, vigilance, and the fight against sectarian drifts, named VigiRep. Signed by the Minister of the Interior, the text was published in the Official Journal of the French Republic No. 0240 of October 14, 2026, under the reference NOR: INTD2621781D. The new structure is attached to the Minister of the Interior and replaces the general secretariat of the Interministerial Committee for the Prevention of Delinquency and Radicalization (CIPDR).
A delegation placed under the Minister of the Interior
VigiRep is led by an interministerial delegate for the prevention of delinquency and radicalization, vigilance, and the fight against sectarian drifts, who is himself placed under the Minister of the Interior. He is assisted by a secretary general appointed by order of the Minister of the Interior.
The decree rewrites Article D. 132-3 of the Internal Security Code: the interministerial delegate now performs the functions of secretary general of the CIPDR, prepares its work and deliberations, and prepares the report to Parliament provided for in Article D. 132-2 of the same code. Article D. 132-4 is modified accordingly, with the mention of “secretary general” being replaced by that of the interministerial delegate.
Five expanded missions
The decree lists the duties of the interministerial delegate:
- develop, coordinate, and lead public policies for the prevention of delinquency and radicalization, vigilance, and the fight against sectarian drifts, while ensuring their coherence;
- ensure, in conjunction with the relevant administrations, the proper implementation of the system for taking care of minors returning from terrorist group operation zones;
- initiate, support, and coordinate communication, training, research, and the evaluation of actions relating to these matters;
- lead and coordinate communication policies aimed at promoting the values of the Republic;
- ensure the coherence of the expression of French positions on these subjects within the competent European and international bodies.
Miviludes reformed in parallel
On the same day, a second decree — No. 2026-949 of October 13, 2026, NOR: INTD2510937D — modifies the decree of November 28, 2002, establishing the Interministerial Mission for Vigilance and the Fight Against Sectarian Drifts (Miviludes), which is now attached to VigiRep. It notably provides for:
- the integration, with the Ministry of National Education and the Higher Council for Programs, of student awareness regarding therapeutic and sectarian drifts within secondary education curricula;
- the action of the mission in partnership, where applicable, with associations supporting and assisting victims;
- the submission of a public annual activity report to the Prime Minister;
- the receipt of victim testimonies and reports, with the anonymization of the persons concerned;
- the informing of the mission, upon its request and with the mayor’s agreement, of the work of the local security and crime prevention councils;
- the intervention of the mission across the entire national territory.
Continuity of Resources and Personnel
The Ministry of the Interior ensures the support of the administrative and budgetary management of VigiRep and Miviludes. The delegation benefits from personnel seconded or made available by the ministerial departments members of the CIPDR and by public establishments. Agents assigned to the general secretariat of the CIPDR are deemed appointed under the same conditions to VigiRep as of the day of its creation, thereby avoiding any disruption of service.
The decree is signed by the Minister of the Interior and the Minister Delegate to the Minister of the Interior, in charge of citizenship, each responsible for its execution as it concerns them.
For prefectures, local authorities, and victim associations, the entry into force of VigiRep means a single point of contact for prevention policies, reinforced steering of the monitoring of minors returning from terrorist operation zones, and a more explicit involvement of field actors, notably via the local security and crime prevention councils. Furthermore, the publication of the Miviludes annual report opens a right of citizen oversight over activities to combat sectarian drifts.
