Vice Ministry extends intervention of the Amateur Wrestling Federation by 90 days
Por FactBox Admin

The Vice Ministry of Sport extended the intervention of the Ecuadorian Amateur Wrestling Federation for 90 days because the lack of leadership (acephaly) in its legal representation persists. The decision is contained in resolution MINEDEC-VD-2026-0061-R, signed on March 9, 2026, by Vice Minister Roberto Xavier Ibáñez Romero and published in the Third Supplement No. 395 of the Official Registry, corresponding to Thursday, October 22, 2026.
Article 1 of the instrument provides for the extension “for a term of 90 days,” supported by Article 56 of the Substitute Regulation to the General Regulation of the Law on Sport, Physical Education and Recreation, which sets that period and allows it to be extended “more than once until the cause for intervention is remedied or a new Board is elected.” The cause invoked is that of literal a) of Article 165 of the Law on Sport, Physical Education and Recreation, collected in numeral 1 of Article 230 of the current Organic Law on Sport, Physical Education and Recreation, published in the Sixth Supplement of the Official Registry No. 233 on February 11, 2026.
A lack of leadership persisting since December
The administrative file reconstructs a chain of extensions without a fundamental solution:
- Resolution No. MINEDEC-VD-2025-0034-R, of December 8, 2025: extended the intervention and ratified Carlos Eduardo León Fuentes as interventor.
- Memorandum No. MINEDEC-DDAR-2026-0594-M, of March 6, 2026: the interventor himself warned that “due to the reduced time” it was “complex to carry out further actions to remedy the cause for intervention (acephaly)” and requested the extension.
- Memorandum No. MINEDEC-DAD-2026-0330-M, of March 9, 2026: the Directorate of Sporting Affairs issued the favorable report for the extension.
The preamble concludes that “the existence of the cause has not been remedied” and that “the adoption of measures to ensure the correct development” of the sporting body is “essential.” The resolution was signed on March 9, 2026, but reached official circulation more than seven months later, with its publication in the Official Registry on October 22.
Interventor ratified and with expanded powers
Article 2 ratifies licensed Carlos Eduardo León Fuentes, with citizenship ID No. 1714639901, as interventor. Article 3 assigns him “the same functions and competencies as the president and the legal representative” of the federation and lists 19 powers, including:
- Convene and preside over General Assemblies.
- Issue the election procedure regulations for athlete and technical staff representatives, “without requiring the approval of any body” of the intervened entity.
- Ensure that funds are used in accordance with the budgets and annual planning.
- Exercise control over accounts, budget execution, accounting, and financial statements, and propose corrective actions.
- Grant approval for “all acts and contracts” of the intervened organization to be valid.
- Upload the generated documentation to the ministry’s Intervention System.
Public resources, notifications, and exit
Article 4 ratifies all previous administrative acts linked to the intervention, insofar as they have not been reformed. The sixth final provision establishes that, once the new board is elected and registered with the sectoral ministry, the resolution shall cease to have effect and the position of the interventor shall be extinguished.
The resolution orders the notification of 17 instances, including the undersecretariats of Sport, Sports System Services, and Physical Activity, the Directorate of Sports Affairs, the National Financial Directorate, the Directorate of High-Performance Sport, the Directorate of Sport Supervision and Defense, and the Ecuadorian Olympic Committee. The monitoring of the interventor is the responsibility of the Directorates of High-Performance Sport and of Sport Supervision and Defense, until the delivery of their final report with administrative, financial, and technical justification.
The same official supplement publishes resolution MINEDEC-VD-2026-0006-R, which issues the guidelines for the approval, execution, and evaluation of current expenditure resources transferred to sports organizations for the 2026 fiscal year, a framework that governs the delivery of public money to entities such as the intervened federation.
The impact on combat sports is direct: the Ecuadorian Amateur Wrestling Federation will remain without elected authorities for at least three more months, with an interventor managing its assets, accounts, and electoral processes, and with the delivery of public resources subject to compliance with the annual planning approved by the sectoral ministry.
