Vandellòs i l'Hospitalet approves subsidies for self-consumption and energy efficiency

The City Council of Vandellòs i l’Hospitalet de l’Infant has definitively approved the regulatory bases for subsidies destined for energy efficiency actions, self-consumption, and the improvement of thermal installations. The full publication of the bases appears in the edict of the Official Gazette of the Province of Tarragona dated September 22, 2026, with the reference CVE 2026-08482 (pp. 1-12). The approval is final because the public exhibition period of 20 business days closed without any claims or allegations, meaning the bases remain definitively approved without the need for further agreement from the Plenary.

The file begins with the initial approval published in the BOPT on August 4, 2026 (CVE 2026-07440) and in the Official Gazette of the Generalitat de Catalunya no. 9726, of August 10, 2026. The original bases had been approved by plenary agreement on January 28, 2021, and definitively published in the BOP on March 16, 2021 (CVE 2021-02051). The edict was signed by the General Secretary, M. Àngel Benedicto, with a signature date of September 10, 2026.

Four lines of aid and maximum amounts

The bases establish four lines of action, with a single application per beneficiary and call:

• Line 1: improvement of thermal insulation with operable windows and enclosures; up to 25% of the expense and a maximum of 2,500 euros.
• Line 2: implementation, renovation, or improvement of high-efficiency domestic hot water and climate control systems; up to 25% and a maximum of 2,500 euros.
• Line 3: replacement of high-efficiency appliances and equipment; 25% and 225 euros for label A, 15% and 150 euros for label B, and 10% and 75 euros for label C, with a cap of 300 euros per beneficiary.
• Line 4: photovoltaic self-consumption installations; up to 30% of the expense, with a maximum of 2,500 euros for individual self-consumption and 4,500 euros for shared self-consumption.

In line 4, an additional 10% of the granted amount is applied if the electricity supply is contracted with an energy marketer that is 100% renewable. The subsidizable power is limited to the optimal sizing—100% of the accredited annual electricity consumption—plus a maximum increase of 50%, that is, up to 150% of that sizing.

Who can apply for the aid

Beneficiaries may be citizens registered in the municipality with a minimum seniority of one year from the call, homeowners’ associations, companies, and freelancers with a tax domicile in the municipality, provided they are up to date with their tax obligations, with the General Treasury of the Social Security, and with the City Council. Companies whose main activity is real estate promotion and activities are excluded.

The grants are also not compatible, for the same concept, with the Grant for the Implementation of Innovative Projects and New Strategic Activities nor with the Grant for High-Impact Business Investments of the same city council. Applications are submitted at the general registry or, for legal entities, electronically at the municipal electronic office, using the standardized forms available at the OMAC.

Budget, processing and appeals

The annual call will be made by resolution of the Governing Board based on budget availability, and the allocation is divided among the lines: 30% for line 1, 20% for line 2, 10% for line 3, and 40% for line 4. If any line does not exhaust the credit, the granting body may redistribute the remaining amounts.

The granting will be direct and in order of entry of the applications into the registry, until the allocation is exhausted. The evaluation corresponds to the Valuation Commission for grants of the Economic Promotion Area, which issues a report to the Governing Board, and defects may be corrected within 10 business days. Against the final approval, an appeal for reversal may be filed before the Mayor’s Office within a period of one month or, directly, a contentious-administrative appeal before the Contentious-Administrative Section of the Court of First Instance of Tarragona within a period of two months.

The measure is part of the municipal commitment to the energy transition and the Sustainable Development Goals, and is added to the creation of the Energy and Sustainability Office within the Economic Promotion Area (IDETSA), which issues the self-consumption reports that determine the amount of the grants. For households and businesses in the municipality, the guidelines open the door to financing insulation works, air conditioning, efficient appliances, and photovoltaic panels, with amounts that can reach 4,500 euros for shared installations.
