Vandellòs i l'Hospitalet approves the subsidy guidelines for energy efficiency

The City Council of Vandellòs i l’Hospitalet de l’Infant has definitively approved the regulatory bases for subsidies destined for energy efficiency actions, self-consumption, and the improvement of thermal installations. The edict, signed by the general secretary Maria Àngel Benedicto Esclarin, is published in the Official Gazette of the Province of Tarragona on September 24, 2026, with the reference CVE 2026-08582. The bases remain approved without the need for further agreement from the Plenary.

A process without objections

The initial approval of the modification was published in the BOPT on August 4, 2026 (CVE 2026-07440) and in the Official Gazette of the Generalitat de Catalunya no. 9726, of August 10, 2026. After the public exhibition period of 20 business days passed without any claim or objection in the general entry registry, the bases are definitively approved.

The full publication is made in accordance with article 66 of Decree 179/1995, of June 13; article 70.2 of Law 7/1985, of April 2; and article 178.2 of Legislative Decree 2/2003, of April 28. An appeal for reversal may be filed against the approval before the Mayor’s Office within one month, or a contentious-administrative appeal before the Court of First Instance of Tarragona within two months.

Four lines of aid and amounts

Beneficiaries may include citizens registered in the municipality for a minimum of one year, homeowners’ associations, companies, and freelancers with a tax domicile in the municipality. Real estate promotion and activity companies are excluded.

• Line 1 – Thermal insulation with operable windows and enclosures: 25% of the expense, maximum €2,500.
• Line 2 – High-efficiency domestic hot water and climate control: 25%, maximum €2,500.
• Line 3 – High-efficiency household appliances: label A 25% and €225; B 15% and €150; C 10% and €75; maximum €300 per beneficiary.
• Line 4 – Photovoltaic self-consumption: 30%, maximum €2,500 individual and €4,500 shared, with an additional 10% if 100% renewable energy is certified.

The budget allocation will be distributed as 30% for line 1, 20% for line 2, 10% for line 3, and 40% for line 4.

Call and procedure

The call will be annual, by resolution of the Governing Board, which will set the deadline, the budget application, and the maximum amount. The grant will be direct and in order of entry of the applications in the registry, until the budget is exhausted.

The evaluation will be the responsibility of the Economic Promotion Area Valuation Commission, which will issue a report to the Governing Board. The sizing of the photovoltaic installations will be determined according to the report from the IDETSA Energy and Sustainability Office. Defects in the applications may be corrected within 10 business days.

The original bases were approved by plenary agreement on January 28, 2021, and published in the BOP on March 16, 2021 (CVE 2021-02051).

Impact

With these grants, residents, homeowners’ associations, and companies in the municipality will have a stable framework to finance the energy rehabilitation of buildings, reduce electricity bills, and advance the decarbonization of the building stock.
