Valls subvenciona fins al 100% del lloguer juvenil amb 11.000 euros

The Valls City Council has opened the 2026 public call for grants to facilitate access to rental housing for young people, covering a percentage of the expenses for the first three months of rent. The summary was published in the Official Gazette of the Province of Tarragona (BOPT) on October 23, 2026, with the official reference CVE 2026-09745 and identification number BDNS 936251. The application period opens the day after publication and ends on October 31, 2026, inclusive.

The call is processed under a competitive bidding regime and is governed by the General Grant Regulations of the Valls City Council and its autonomous bodies, initially approved by the Plenary on June 30, 2021, and published in the BOPT on July 12, 2021, with final approval announced on September 1, 2021. The full text can be consulted in the National Grants Database, with call code 936251 and reference 20260000020S.

The aid is charged to budget item 21301-33700-48902, with a maximum allocation of 11,000 euros, and is subject to the availability of sufficient credit. If the evaluated applications exceed the assigned budget, the granted amount will be reduced proportionally.

Requirements to access the aid

Natural persons who meet the following conditions may be beneficiaries:

  • Be between 18 and 35 years old.
  • In the case of foreign nationals, prove a minimum of two years of residence permit immediately prior to the application.
  • Not own any housing in full ownership nor have another rental other than the one for which the aid is requested.
  • Have rented the housing between October 18, 2025, and October 31, 2026, and be the holder of the contract.
  • Monthly income must not exceed 650 euros.
  • Use the property as a habitual and permanent residence, with the obligation to register on the municipal census (empadronament), and have no kinship with the owner up to the second degree.
  • Not have obtained this same aid in previous calls.

The applicant must justify income from salary, self-employment, or pension. The required annual minimums are 9,622.18 euros for one person, 11,065.51 for two, 12,725.34 for three, and 14,634.14 for four, with increases of 0.15 for each additional member. The income ceiling for the coexistence unit is set at three times the Sufficiency Income Indicator of Catalonia (IRSC): 28,866.54 euros for one person, 36,083.18 for two, 45,103.98 for three, and 56,379.98 for four.

From 50% to 100% of three months’ rent

The subsidized percentage depends on the score obtained according to the valuation scale:

  • More than 15 points: 100% of the aid.
  • Between 10 and 15 points: 75%.
  • Less than 10 points: 50%.

The scale awards 8 points if the property is in the Historic Center of Valls; 5 points for having lost housing due to eviction, for having been under guardianship, or for accessing it via the social rental exchange of the Local Housing Office since October 18, 2025; 4 points for single-parent and large families, functional diversity equal to or greater than 65%, six months of unemployment, gender violence, or origin from countries in conflict; 3 points for people with dependents and for more than five years of residence in Valls; and 2 points for participation in social projects. The income level adds between 3 and 10 points.

The aid is paid in a single installment, once the verifications and the distribution among all admitted applications have been completed.

Electronic application and resolution within two months

Applications are formalized preferably electronically via the municipal electronic office (seu.valls.cat) or in person at the Local Housing Office of Valls, at plaça Sant Jordi, 4, ground floor. The form, the DNI, NIF, or NIE of all members, the rental contract, the last three receipts, the IRPF tax return, and the required sworn statements must be attached, in addition to the accrediting certificates for each group.

The Local Governing Board is the competent body to resolve, upon the proposal of a valuation commission formed by youth technical staff, administrative staff, and a legal advisor. The maximum term to resolve is two months from the end of the application period, and the lack of resolution within this term entails dismissal by administrative silence. The resolution is published on the electronic office and replaces individual notification.

With a budget of 11,000 euros and a monthly income cap of 650 euros, the call reaches young people in the municipality who have already signed a rental contract but have not yet been able to afford the deposit, and prioritizes those who live in the Historic Center or have lost their housing.
