Valls definitively approves the 2026 budget and the municipal staffing.

The Plenary of the Valls City Council, in an extraordinary session held on 16 July 2026, definitively approved the Corporation’s General Budget for the 2026 financial year, comprising the budget of the City Council itself, those of its autonomous bodies, the revenue and expenditure forecasts of the wholly municipally-owned commercial companies, the implementing bases and the staffing list. The agreement was published in the Official Gazette of the Province of Tarragona of 13 August 2026 (CVE 2026-07716, pp. 1-6). At the same session, the Plenary agreed to the inadmissibility of the allegations submitted by the trade union CCOO against the 2026 staffing list of Valls City Council, for the reasons set out in the report by the Human Resources technician, which forms part of the file.

With the definitive approval, the budget is configured as a single document for the corporation: in addition to the City Council’s account, it includes the budgets of the Vallsgenera Municipal Institute for Local Development and the Municipal Sports Board, as well as the forecasts of the wholly municipally-owned commercial companies. In compliance with current regulations, the edict makes public the staffing lists of the town council and its two autonomous bodies.

The City Council staffing list in figures

The staffing list of Valls City Council for 2026 totals 237 posts, of which 71 are vacant:

• Civil servants: 123 posts, 43 vacant.
• Labour staff: 107 posts, 27 vacant.
• Temporary staff: 7 posts (head of protocol, head of cabinet, head of communications and advisers to the municipal groups), 1 vacant.

As regards the Local Police, the staffing list provides for 39 posts —1 inspector, 2 sergeants, 5 corporals and 31 officers—, with a total of 10 vacancies. It also includes posts in general administration (technicians, administrative officers and assistants), special services and trades staff, with positions such as crane operator, stage manager, ushers, construction labourers and cleaners.

The autonomous bodies

Vallsgenera, the Municipal Institute for Local Development, has a labour staffing list of 25 posts —17 occupied and 8 vacant—, in addition to an occupied manager post. Some vacancies are linked to public employment offers for 2024 and 2026, and other posts are to be abolished for organisational reasons, such as the economic promotion technician, which is transferred to the City Council.

The Municipal Sports Board establishes a staffing list with posts for management, technical direction of activities and resources, coordination of activities, administrative assistants, monitors, lifeguards, caretakers and cleaners. Among the vacancies, the following stand out: monitor (2), administrative assistant (2), caretaker (3) and cleaner (1).

Deadlines and appeals regime

The approval of the staffing lists ends the administrative route. Against this agreement, an administrative contentious appeal may be filed before the Administrative Litigation Division of the High Court of Justice of Catalonia within two months, counted from the day after the publication of the notice in the Official Gazette of the Province of Tarragona, in accordance with Article 113 of Law 7/1985, of 2 April, regulating the bases of the local system, and Article 171 of Royal Legislative Decree 2/2004, of 5 March, approving the consolidated text of the Law regulating local treasuries. The edict is signed in Valls on 11 August 2026 by Jerónimo Rivas Gómez, deputy secretary, by delegation of the general secretary.

With the publication in the official gazette, the 2026 budget and staffing list come into force and set the framework for revenues, expenditures and staff positions of the city council for the entire year. The decision directly affects the citizens of Valls, because it determines the hiring capacity and the provision of municipal services such as the Local Police, nursery schools, culture, sport and employment policies.
