Valle de la Serena expands the employment plan for the elderly care home

The City Council of Valle de la Serena has approved the expansion of its extraordinary employment plan through the establishment of a job bank for Assistants for the municipality’s Mixed Nursing Home for the Elderly. The decision was adopted by Mayoral resolution number 2026-25, dated September 16, 2026, within file 163/2022, and its guidelines are published in the Official Gazette of the Province of Badajoz number 179, dated September 18, 2026, in Announcement 3647/2026.

The text is signed by the mayor-president, Martín Caballero Horrillo, and certified by the secretary, Manuel Caballero Muñoz. The call for applications appears in the Local Administration section, under the City Councils heading, and will also be disseminated on the notice board, the municipal electronic office, and the Transparency Portal.

An employment support measure in the face of the price crisis

The decree justifies the action based on the economic situation that “continues to affect family economies,” with a special impact on individuals and families with lower incomes, the unemployed, or those in economic vulnerability, due to the increase in the prices of basic goods and services and, “particularly, energy and mobility costs.” The City Council links this context to the consequences of the invasion of Ukraine by Russia and the persistence of conflicts in the Middle East.

The job bank pursues a dual purpose: to guarantee the continuity and quality of the municipal care service for the elderly and to generate temporary employment opportunities. Its operation is subject to the maintenance of the agreements with the Junta de Extremadura that finance the nursing home, and membership in the list does not in itself generate any right to employment.

The new guidelines render the previous job bank for Nursing Home Assistants, corresponding to file 275/2019, obsolete.

Requirements and deadline: seven calendar days

Applicants must meet, among other conditions:

• Hold Spanish nationality or that of a member state of the European Union.
• Be registered as a resident in Valle de la Serena.
• Be at least 16 years old and not exceed the compulsory retirement age.
• Possess the Professional Certificate SSCS0208 “Sociosanitary care for dependents in social institutions” or an equivalent official academic qualification.
• Hold a valid food handler’s certificate.

Applications shall be submitted to the General Registry of the City Council or electronically via the municipal office, within a period of 7 calendar days starting from the day following the full publication of the guidelines in the gazette. Anyone who already belongs to another City Council job bank is excluded from this extraordinary procedure.

Scoring scale, selection committee, and call-ups

The scale awards 0.50 points per month for unemployment status up to a maximum of 6 points, not receiving any unemployment benefit (1 point), the disability of the applicant or another member of the family unit (from 0.50 to 1 point depending on the degree), and age (1 point between 16 and 35 years; 0.50 from 36 onwards). Ties are resolved by younger age, longer period of unemployment, and absence of benefits.

The Selection Commission will be chaired by the secretary-intervenor of the City Council, with the social worker as a member and a public employee of the Provincial Council of Badajoz as secretary. Following the scoring process, a period of three calendar days will be open for claims.

Contracts will be temporary, full-time, in morning and afternoon shifts from Monday to Sunday, with a minimum duration of one month and a maximum of six. Calls will be made in order of score and by telephone, with confirmation on the same day, and only one member per family unit may be hired. An administrative appeal may be filed against the approval resolution within two months and, optionally, a request for reversal within one month.

Closing

The call is of direct interest to unemployed residents of the municipality, who have a regulated path with objective criteria to access temporary contracts at the municipal residence. Furthermore, the measure reinforces the staff of a key social service for the elderly and dependent people of Valle de la Serena, although its scope is subject to budget availability and the continuity of regional funding.
