Valladolid calls for the permanent staffing of waste and equality technicians

The Valladolid City Council has published in the Official Gazette of Castilla y León number 160, dated August 19, 2026, three resolutions dated August 11, 2026, calling for selective processes for its permanent contractual staff to acquire the status of career civil servants. The calls, signed by the Delegate Councilor for the Area of Urban Planning and Housing, José Ignacio Zarandona Fernández, affect waste treatment plant technicians, senior technicians, and the equality agent.
The processes are part of the civil servant conversion plan for the permanent contractual staff of the council and its autonomous bodies, whose general bases were approved by the Local Government Board on June 1, 2026, and published in the Official Gazette of the Province of Valladolid on June 9, 2026. Said plan formally ratified the Agreement of May 22, 2026, of the General Negotiation Table for Public Employees of the City Council and Municipal Foundations.
Three calls for five positions
The three resolutions, which are governed by the system of restricted and voluntary competitive examination (concurso-oposición), cover a total of five positions included in the catalog of positions eligible for conversion:
- Senior Engineering Technician for the Waste Treatment Plant (A1-26), one position with code 07.01.05, file 2026/BPP_01/000011 (Decree 6530).
- Senior Technician (A1-22), three positions with codes 01.03.04, 10.02.07, and 10.03.49, file 2026/BPP_01/000012 (Decree 6531).
- Senior Technician Equality Agent (A1-22), one position with code 10.09.06, file 2026/BPP_01/000013 (Decree 6512).
Requirements and deadlines
Applicants must meet the general requirements of the procedure’s bases and, additionally, the specific qualification for each category: a university degree in technical engineering or equivalent degree for the waste plant; a degree in Law, Political Science, Economics, Business Administration, or other related qualifications for the senior technician; and a degree in the field of Social and Legal Sciences with a postgraduate expert qualification in Equal Opportunities for the equality agent.
The deadline for submitting applications will be twenty calendar days starting from the day following the publication of the summary of the call in the Official State Gazette. Given the nature of the process, no disability reserve quota is established.
Processing and appeals
The calls for applications have completed the negotiation process with the representation of public employees as provided for in Article 37 of the Recast Text of the Law of the Basic Statute of the Public Employee (Royal Legislative Decree 5/2015, of October 30) and have a favorable report from the General Comptroller dated August 3, 2026. Against the resolutions, which exhaust administrative remedies, an optional appeal for reversal may be filed within one month, or a contentious-administrative appeal may be filed before the Court of First Instance of Valladolid within two months.
The transition to civil servant status represents a significant step toward the stability of municipal employment, by consolidating as career civil servants those workers who perform functions linked to the exercise of public powers, guaranteeing objectivity and independence in the management of essential services such as waste treatment and equality policies.
