Valladolid approves the expropriation of a plot on Guipúzcoa Street

The Governing Board of the Valladolid City Council has definitively approved the expropriation project Ex.25-01 for the plot located at number 12 Guipúzcoa Street, in execution of the General Urban Development Plan (PGOU). The agreement, adopted in an ordinary session on July 21, 2026, sets a fair price of 130,075.79 euros in favor of the two owners by title of inheritance. The resolution is published in the Official Gazette of Castilla y León number 164, dated August 25, 2026, pages 48 to 50.

The file, processed under reference Urban Management 2025/AIE_01/000005, was initially approved on December 15, 2025, at which time the public information period was opened in the BOCYL on December 26, 2025. Following the conclusion of that process without any objections, the municipal body has now proceeded to the definitive approval of the project, which incorporates the correction regarding the ownership of the asset.

The expropriated asset and its valuation

The affected plot, with cadastral reference 6818216UM5161H0001IH, has a real topographic area of 314.70 m² and a built area of 119.70 m², magnitudes adopted for expropriation purposes. The justified valuation of the assets and rights amounts to 123,881.71 euros, to which a 5% affection premium (6,194.09 euros) is added, resulting in a total of 130,075.79 euros.

The expropriator and beneficiary of the operation is the Valladolid City Council itself. The expenditure is committed against budget allocation 02/1511/600 of the 2026 municipal budget, linked to project 2025/2/1511/1, and has a favorable prior audit report from the General Comptroller dated July 1, 2026.

The two beneficiary heirs

Ownership of the asset corresponds, according to the deed provided in the file dated February 22, 1999, to two heirs, registered in the Property Registry No. 1 of Valladolid (volume 1797, book 169, folio 150, estate 17,277). The fair price is divided between both:

  • Diego Nicolás González Gatón: 65,037.90 euros.
  • César Alejandro González Gatón: 65,037.89 euros.

Deadlines and effects of the agreement

The definitive approval produces the effects provided for in article 184 of the Urban Planning Regulations of Castilla y León, regarding the declaration of public utility and the necessity of occupation. After twenty days from notification without the interested parties expressing disagreement with the appraisal sheet, silence will be considered acceptance of the valuation and the fair price will be definitively determined. Otherwise, the file will be transferred to the Territorial Valuation Commission for its determination.

Against the agreement, which concludes the administrative process, an optional appeal for reversal (recurso de reposición) may be filed within one month, or a contentious-administrative appeal may be filed before the Contentious-Administrative Section of the Valladolid Court of First Instance within two months. The urban management instrument may be consulted in its entirety on the PLAU platform of the Junta de Castilla y León.

The expropriation, signed by the delegated councilor for the Department of Urban Planning and Housing, José Ignacio Zarandona Fernández, represents a further step in the execution of the city’s urban planning, allowing the City Council to acquire key land within the urban fabric of Valladolid and guaranteeing the affected owners financial compensation appraised in accordance with current regulations.
